**Strong Growth in Land Revenue**
Ho Chi Minh City’s Department of Natural Resources and Environment has reported significant achievements in land management for 2024, with a focus on economic and social development. The department played a crucial role in crucial tasks, including presenting critical land reclamation projects to the People’s Council for approval. They also proposed land-use conversions for households and individuals in planned residential areas and resolved issues for state-owned enterprises and projects under investigation or inspection.

The department advised on adjustments to land prices in accordance with the 2024 Land Law, developed plans for specific land price determinations, and suggested solutions to challenges, thereby increasing land-related revenues. They also presented unique policies on compensation, support, and resettlement for land reclamation projects, including those along channels and critical projects like the Bac Kenh Doi and Rach Xuyen Tam projects.
According to the department, land-related revenues in Ho Chi Minh City totaled VND 25,305 billion as of December 18, 2024, a substantial increase of VND 8,062 billion compared to 2023. This includes VND 9,654 billion from land use fees, a 64.7% increase, and VND 5,957 billion from land and water rentals, a 17% rise.
Additionally, revenues from real estate transfers reached VND 9,692 billion in 2024, a 54% increase. Other significant sources of revenue include VND 2,408 billion from house and land registration fees, a 50.3% increase, and over VND 7,284 billion from personal income taxes, inheritance, and gifts of real estate, a 55.4% surge compared to 2023.
**Issuing 5,789 Land-Use Certificates**
In 2024, the department enhanced its land-use certification process by operating a land database, updating and cleaning data, and establishing a coordination mechanism for electronic information exchange between tax and land registration authorities.

They issued 5,789 initial certificates to organizations and individuals and registered changes for over 367,573 certificates, with 5,440 for organizations and 362,113 for individuals. Furthermore, they advised on establishing a task force to address issues related to land-use certificates and ownership of houses and other assets attached to land in commercial housing development projects, ensuring compliance with legal regulations.
The comprehensive plan comprises four key components: defining objectives and requirements for addressing certificate-related issues, assessing the situation and challenges in commercial housing development projects, identifying and resolving bottlenecks, developing human resources and infrastructure to improve efficiency in handling applications, and ensuring transparency by publicly sharing project information and providing updates on progress in resolving difficulties and issuing certificates.
