Developing a Proposal for the Establishment of Bac Ninh City Under the Central Government

The People’s Committee of Bac Ninh province has issued a document on developing a proposal for the establishment of Bac Ninh City under the central government.

The document, sent to the Department of Home Affairs, states that the Chairman of the Provincial People’s Committee agrees to assign the Department of Home Affairs to coordinate with relevant agencies, units, and localities to develop and implement the procedures, processes, and proposal for the establishment of Bac Ninh City under the central government, and to submit it to the competent authorities.

Earlier, on January 10, the Bac Ninh City Party Committee, People’s Council, People’s Committee, and Fatherland Front Committee held a conference to deploy tasks for 2025. Speaking at the conference, Mr. Vuong Quoc Tuan, Chairman of the Provincial People’s Committee, requested that the entire political system of Bac Ninh City continue to exert efforts, determination, unity, and focus on successfully implementing the work theme and targets set for 2025 by the province and the city, and jointly realize the province’s aspiration to become a centrally-governed city three years earlier than the set goal.

According to the approved master plan for Bac Ninh province for the 2021-2030 period, with a vision towards 2050, the development goal by 2030 is for Bac Ninh to become a centrally-governed city and a dynamic economic and cultural center of the northern region.

With the determination to become a centrally-governed city three years earlier, Bac Ninh is very likely to quickly become the seventh centrally-governed city in the country.

Bac Ninh Aims to Become a Centrally-Governed City by the End of 2026

In the afternoon of January 13, General Secretary To Lam visited and worked with the Party Committee, government, and people of Bac Ninh province. At the working session, Mr. Vuong Quoc Tuan, Chairman of the Provincial People’s Committee, reported to the General Secretary and the working group on the progress of completing the criteria for a first-class urban area and becoming a centrally-governed city.

Accordingly, Bac Ninh has basically met the criteria for a first-class urban area in 2025 and is on track to become a centrally-governed city by the end of 2026.

Upon review, Bac Ninh province has met three out of five standards required for a centrally-governed city and has essentially met all five criteria in the evaluation.

For Bac Ninh province to become a centrally-governed city towards a civilized and modern direction by the end of 2026, there must be at least two districts, two towns, and two cities (meeting 75% of the requirement, which is 60% or higher). Specifically: two districts, including Bac Ninh and Tu Son; two cities, including Yen Phong and Tien Du; two towns, including Thuan Thanh and Que Vo; and two districts, including Gia Binh and Luong Tai.

Bac Ninh proposed to the Politburo and the General Secretary to agree on allowing the province to develop and submit a proposal for the establishment of Bac Ninh City under the central government. The proposal is expected to be submitted in the second quarter of 2025.

The roadmap to becoming a centrally-governed city by the end of 2026 includes the vision of Bac Ninh as a city characterized by the cultural and historical values of Kinh Bac, a leading center for semiconductor, electronics, high-tech, and artificial intelligence industries based on smart production and comprehensive digital transformation, with a green and ideal living environment. It aims for its people to enjoy happiness in terms of health, material, and spiritual life in harmony. The province also proposed to the Central Government to consider allowing Bac Ninh to pilot the model of urban governance.

Speaking at the working session, the General Secretary acknowledged, congratulated, and praised the efforts, determination, and achievements of Bac Ninh province in the past, especially in 2024.

Regarding the proposals of Bac Ninh province, General Secretary To Lam agreed with the plan for the province to focus on mobilizing resources, quickly complete and consolidate the remaining criteria for becoming a centrally-governed city, in conjunction with the model of building urban governance, expanding the commercial activities of Gia Binh Airport, and promoting the digital transformation movement.
