Bình Dương, a province in Vietnam, is set to allocate over VND 34,500 billion for 236 key projects in 2025, with an immediate allocation of more than VND 18,100 billion for eligible projects. This funding allocation was approved at the 77th meeting of the Provincial People’s Committee of Bình Dương.
This year, the authorities of Bình Dương have affirmed their determination to successfully carry out the “400-day and night emulation” movement, celebrating the Party Committee of the province’s 12th Congress and major holidays. The entire political system, business community, and local people will join efforts to make Bình Dương a shining example of socio-economic development.
In 2025, Bình Dương will focus its resources on large-scale key projects. The province plans to commence construction on the following projects: Supporting Mechanical Industrial Park, Concentrated Information Technology Park, An Tây River Port, and Ho Chi Minh City Ring Road 4.
An Tây River Port
The An Tây River Port project is expected to cover an area of approximately 180 hectares, including a port area of 97 hectares and a residential-rearrangement area of about 83 hectares.
Located in the south of An Tây Ward, Bến Cát Town, Bình Dương, the An Tây River Port will be adjacent to the Saigon River and directly connected to two major ports: Cái Mép – Thị Vải in Bà Rịa-Vũng Tàu and Cát Lái in Ho Chi Minh City.

With a total investment of VND 2,279 billion, including VND 453 billion for site clearance, the project’s funding will come from investors’ capital, loans, and other mobilized capital.
The An Tây River Port will include components such as offices, technical infrastructure, berths, warehouses, transportation systems, and drainage channels. The port is designed to handle up to 7 million tons of cargo annually by 2030 and accommodate vessels up to 3,000 tons.
According to the Bình Dương People’s Committee, the construction of the An Tây River Port aims to establish a logistics chain to transport goods from Tây Ninh, Bình Phước, and the Central Highlands provinces to the Cát Lái and Cái Mép – Thị Vải ports, alleviating traffic congestion on roads.
Supporting Mechanical Industrial Park
The Bình Dương authorities have issued Decision No. 4108/QD-UBND, approving the “Proposal for the Orientation of Supporting Industrial Cluster Development in Bình Dương Province until 2020, with a vision towards 2030.”
As per this decision, Bình Dương will invest in the development of four supporting industrial clusters, each spanning 75 hectares, including the construction of a specialized mechanical supporting industrial cluster.

Additionally, Bình Dương has also planned a mechanical industry park (Bắc Tân Uyên 1 Industrial Park in Tân Uyên Town) to be inaugurated in 2025. This project, with a total investment of up to VND 26,000 billion, is undertaken by THACO, a leading Vietnamese automobile manufacturer and assembler.
According to the provincial leaders, the establishment of a supporting mechanical industrial park is of great importance, as it will strengthen domestic enterprises, enabling them to participate more profoundly in the global production chain.
Ho Chi Minh City Ring Road 4
The Ho Chi Minh City Ring Road 4 has a total length of approximately 159.31 km, starting in Phú Mỹ Ward, Phú Mỹ Town, Bà Rịa-Vũng Tàu, and ending at the North-South axis in Hiệp Phước Port, Nhà Bè District, Ho Chi Minh City.
Designed as a Type A highway with a speed limit of 100 km/h, the Ring Road 4 will have a cross-section of 6 to 8 lanes, accompanied by parallel roads on both sides, along with corridors for greenery, technical infrastructure, and future expansion.

The section of Ring Road 4 passing through Bình Dương is nearly 48 km long. The initial 12.7 km of this section, from Thủ Biên Bridge across the Đồng Nai River to the intersection with Highway 411 in Bắc Tân Uyên District, already features two parallel roads with four lanes each, meeting the standards of a high-speed highway.
According to the Bình Dương People’s Committee, the land requirement for the Ring Road 4 project is approximately 419.6 hectares, including 413.4 hectares for the main route and 6.2 hectares for the connecting route. The preliminary total investment for the project is estimated at VND 18,247 billion (excluding interest expenses). Bình Dương aims to commence construction on this project in early 2025.
Concentrated Information Technology Park
The Concentrated Information Technology Park in Bình Dương is planned to span 15.47 hectares in Hòa Phú Ward, Thủ Dầu Một City, with an initial estimated investment of VND 10,000 billion.
According to the proposal, the IT Park will be developed through inter-regional linkages in the Southeast region, leveraging the region’s potential and advantages to create a synergistic effect and promote the development of the IT industry across the region.

The park will serve as a driving force for the socio-economic development of the Southeast region, in line with Resolution No. 24-NQ/TW dated October 7, 2022, issued by the Politburo on promoting the socio-economic development and ensuring national defense and security in the Southeast region by 2030, with a vision towards 2045.
Additionally, the Concentrated Information Technology Park in Bình Dương will play a pivotal role in establishing the Southeast region as a hub for IT industry development, scientific and technological advancements, and innovation in Vietnam. It aims to become an international data transit station and a leading data center in the region, fostering a world-class data ecosystem.
Bình Dương is currently one of the richest provinces in Vietnam. According to the General Statistics Office of Vietnam’s report on the results of the 2023 survey on living standards, Bình Dương has the highest per capita income in the country, reaching VND 8.29 million per month. This figure is 1.7 times higher than the national average.
