On November 26, the Hanoi People’s Committee issued Decision 6132 approving the detailed planning scheme for the central axis space area of Quang An Peninsula, at a scale of 1/500, in Quang An and Tu Lien wards, Tay Ho district, Hanoi.
The project aims to concretize the urban planning of the West Lake and adjacent areas (A6), at a scale of 1/2000, and make local adjustments to the A6 urban planning scheme at the same scale in planning blocks 16, 17, and 19, along with roads in the area.
The main functions include a specialized cultural and artistic park, a municipal theater, religious buildings, an amusement and entertainment area, and hotel and commercial services.
The project’s goal is to form a green axis, an amusement and entertainment area, a cultural and spiritual park, and a specialized cultural and artistic park, which includes the construction of a large-scale theater with a public landscape axis, combined with a commercial, service, and hotel area serving tourism and resort purposes, ensuring compliance with current regulations.
The total area of the planned land is approximately 44.1 hectares, with the northeast bordering Au Co and Xuan Dieu streets, the northwest adjacent to land along Dang Thai Mai street and Thuy Su lake, the southwest facing the West Lake waters, and the southeast bordering land along the Dang Thai Mai space axis and the West Lake villas.

Civil land accounts for the majority, with nearly 92% of the total planned land area, amounting to over 40.5 hectares. This includes over 4.9 hectares of urban public land and over 24 hectares of urban green space. The theater will be constructed on an area of more than 2.5 hectares, with a total floor area of 42,000 square meters and two stories.
Additionally, the planning connects the urban underground space, an underground parking lot, and the city’s technical infrastructure system as per Hanoi’s planning. It also improves technical infrastructure, transportation, adds parking areas, and protects the ecological environment of the West Lake and the surrounding area.
The Hanoi People’s Committee assigns legal responsibility to the Tay Ho District People’s Committee and the consulting unit, the Hanoi Institute for Planning and Architecture, for the organization, including procedures, scope, objects, time, form, and results of synthesizing the opinions of agencies, organizations, individuals, and the community…
The Tay Ho District People’s Committee is entrusted with organizing, approving tasks, and implementing the demarcation of the detailed planning boundaries for the central axis space area of the Quang An Peninsula. Simultaneously, the Tay Ho District People’s Committee, in coordination with the Department of Planning and Architecture and the Hanoi Institute for Planning and Architecture, shall publicly announce the approved detailed planning scheme so that relevant organizations, agencies, and people are informed.
Prior to this, the planning scheme had received feedback from local residents. The public paid particular attention to the Opera House on Quang An Peninsula, designed to float on Dam Tri pond. The Opera House is the architectural highlight of the planning scheme and will serve as an artistic performance space and a venue for cultural and political events in the capital. |
