Can Gio Beachfront Urban Area: A Visionary Project

Location and Boundary of the Planning Area: Long Hoa commune and Can Thanh town, Can Gio district, Ho Chi Minh City. The scope of the 1/500 scale detailed planning project for the Can Gio Beachfront Urban Area (4 Sub-areas A, B, C, and D_E) falls within the boundaries of the 2,870-hectare Can Gio Beachfront Urban Area, which was approved by the City People’s Committee in Decision No. 3800/QD-UBND dated September 5, 2018. The nature of this area is a beachfront urban area focusing on tourism, resorts, M.I.C.E (meetings, incentives, conferences, and exhibitions), smart cities, high-tech services, residential areas, and other supporting facilities.

Details of the location, scope, and nature of each sub-area are as follows:

Sub-area A (over 953.23 hectares): Located north of Can Thanh town, south of the East Sea and Sub-area E, east of Sub-area B and Sub-area E, and west of the East Sea (Dong Tranh River estuary). Sub-area A is envisioned as an ecological residential area closely linked to tourism services, serving as a gateway to the Can Gio beachfront urban area.

Sub-area B (approximately 659.9 hectares): Bordered by the East Sea to the east, Sub-area A to the west, Sub-area E to the south, and the green landscape corridor along the coastal road and the internal road of the 30/4 Tourist Area to the north. Sub-area B is planned to accommodate residential, resort, and urban service-public works (healthcare, education, administrative offices, commerce, and offices), urban green spaces, and technical infrastructure hubs, embracing the vision of a modern and smart city.

Sub-area C (over 318.3 hectares): Located north of Sub-areas E and B, south and east of the East Sea, and west of Sub-areas E and D. Sub-area C is designated as a financial, economic, commercial, and office hub, featuring a port and a modern urban area with a mix of housing types, including linked houses (limited), villas, and high-rise buildings. This sub-area will be equipped with synchronized social and technical infrastructure as per the approved plan and adjustments.

Sub-area D (approximately 480.5 hectares) and Sub-area E (approximately 458.12 hectares, consisting of green spaces and water bodies): Located north of Sub-areas A and B, south of the East Sea, east of Sub-areas B and C, and west of Sub-area A. Sub-area D is envisioned as a high-end commercial and resort center, featuring a modern and smart urban area with linked houses and villas. Sub-area E, on the other hand, will serve as a green space, water channel, and urban-scale tree plantation.

The proposed planning project is initiated by Can Gio Beachfront Urban JSC, with the following consulting units engaged in the planning of each sub-area: Vietnam Urban Planning and Development Joint Stock Company (Sub-areas A and D&E), Viet Arc Joint Stock Company (Sub-area B), and Vietnam Urban Development Consulting Corporation (Sub-area C).

The proposed population scale for the Can Gio Beachfront Urban Area aligns with the approved planning tasks and adjusted sub-area planning. It is estimated to accommodate a maximum of 228,506 residents, with Sub-area A housing 59,027, Sub-area B accommodating 75,000, Sub-area C 41,364, and Sub-area D 53,115. The expected tourist volume for the entire project (2,870 hectares) is approximately 8.9 million visitors per year, as per the approved sub-area planning.

 Can Gio Beachfront Mega-City Project Expected to Commence in April 2025

According to the previously released EIA report, the project is scheduled to commence in April 2025 and be completed by 2030. The investment in the land reclamation section is estimated at VND 65,600 billion, while the technical infrastructure and architectural works are expected to cost VND 32,500 billion and over VND 184,700 billion, respectively. Upon completion, the investor will either self-manage or lease the project to a management and operation unit. Additionally, for the management of common property areas within the project, such as telecommunication, television cable, electricity, and water supply systems, Can Gio Beachfront Urban JSC will either invest directly or authorize secondary investors or companies currently managing, operating, and exploiting these services in Ho Chi Minh City.
