Pursuant to the Decision, the Minister of Planning and Investment shall act as Chairman of the Council, and the Vice Minister of Planning and Investment shall act as Vice Chairman.

The Minister of Planning and Investment acts as Chairman of the National Appraisal Council for the adjustment of the investment project to build Phase 1 of Long Thanh International Airport.

The members comprise leaders from various ministries: Transport, Finance, Construction, Natural Resources and Environment, Science and Technology, Information and Communications, Culture, Sports and Tourism, Agriculture and Rural Development, National Defense, Public Security, and Justice. Additionally, leaders from the State Bank of Vietnam, the State Capital Management Committee, and the People’s Committee of Dong Nai province are included.

The responsibilities and authority of the Council, its Chairman, Vice Chairman, and members, as well as those of the Council’s permanent agency, shall be governed by the provisions of the Government’s Decree No. 29/2021/ND-CP dated March 26, 2021, detailing the procedures for appraisal of national important projects and investment monitoring and evaluation.

The Long Thanh Airport project spans an area of 5,000 hectares and is expected to be one of the most modern transit hubs in Southeast Asia.

The Council’s appraisal report must clearly state whether the adjusted project’s dossier meets the conditions for the Prime Minister’s approval.

The Council may use the seal and account (if necessary) of the Ministry of Planning and Investment for its activities.

The Ministry of Transport is responsible for providing complete dossiers related to the project adjustment appraisal process.

The Council shall disband after the adjusted project is approved.

The Long Thanh Airport project, with an area of 5,000 hectares and an investment of nearly VND 336,630 billion, is a key national project with strategic significance for economic development. It is envisioned to be one of the most modern transit hubs in Southeast Asia. To meet the deadline of substantial completion by the end of 2025, key packages such as the terminal, runways, taxiways, aprons, and connecting infrastructure are being expedited.

Despite the National Assembly’s agreement to extend the completion deadline for Phase One to the end of 2026, the Prime Minister has instructed relevant units to make maximum efforts to accelerate progress, overcome difficulties, and not accept any delays.
