On February 5th, Chairman of the People’s Committee of Ho Chi Minh City, Phan Van Mai, provided an update on the progress of key projects and initiatives at a conference reviewing the city’s care activities for the Lunar New Year holiday, as well as the socio-economic situation in January and tasks for February 2025.

According to Mr. Mai, in February and the first quarter, the city will focus on implementing the proposal to reorganize specialized agencies under the municipal People’s Committee (following the Central’s timeline); and the plan to deploy the proposal to invest in and build districts from the current rural districts (or cities under Ho Chi Minh City) for the 2021-2030 period.

The city will also develop a plan to implement the Ho Chi Minh City Master Plan for the 2021-2030 period, with a vision towards 2050; and issue a decision to promulgate information disclosure forms for projects attracting strategic investors and registration dossiers for strategic investors in Ho Chi Minh City.

Mr. Phan Van Mai requested that units focus on implementing and striving to complete the city’s master plan by February 25th, for submission to the Prime Minister for approval.

The city will continue to implement the proposal to relocate and provide resettlement housing and social housing for households on and along canals, in combination with urban beautification in District 8.

Additionally, the city will report the results of the international design competition for the new Binh Quoi – Thanh Da urban area in Binh Thanh district, and the international design competition for the Ethnic History and Culture Park in Thu Duc City.

At the same time, the city will deploy the proposal to exploit land funds for urban development oriented towards public transport (TOD) along urban railway lines (excluding metro lines 1 and 2), Ring Road 4, and the Ho Chi Minh City – Moc Bai expressway; and the plan to implement the project of the Science and Technology Park in Long Phuoc Ward, Thu Duc City, with compensation in the form of land for different purposes from the land to be revoked.

Regarding the metro project connecting the center of Ho Chi Minh City with Can Gio district, Mr. Phan Van Mai said that the city’s leaders had worked with investors and would continue to follow up. As for the metro project connecting Thu Thiem with Long Thanh airport, there is a possibility that it will be transferred to Ho Chi Minh City as the investor, according to Phap Luat Ho Chi Minh City newspaper.

Vingroup proposes to self-fund research for the metro line from Ho Chi Minh City center to Can Gio

In the proposal document, Vingroup requested the People’s Committee of Ho Chi Minh City to allow the group to research and survey at its own expense to propose an investment plan for the urban railway line.

Vingroup proposed that Ho Chi Minh City create favorable conditions to allow the group to coordinate with the Ho Chi Minh City Department of Transport and the consulting unit implementing the Can Gio bridge project to carry out research, surveys, and find technically suitable and investment-effective solutions to combine the urban railway line with the Can Gio bridge.

Subsequently, based on the approval of the proposal, the group will closely coordinate with the departments, sectors of Ho Chi Minh City, and consulting units with professional capacity and experience to soon complete the research and establish a feasible and effective proposal to submit to the People’s Committee of Ho Chi Minh City for consideration at the earliest time possible.

Earlier, on January 4th, at the conference to announce the Master Plan of Ho Chi Minh City for the 2021-2030 period, with a vision towards 2050, Prime Minister Pham Minh Chinh mentioned that he had discussed with billionaire Pham Nhat Vuong about building an underground railway system from the center of Ho Chi Minh City to Can Gio district. The Vingroup Chairman “agreed and was very enthusiastic” about the idea.
