In the directive, the Prime Minister requested that ministries, agencies, localities, organizations, and individuals concerned focus on handling work-related matters immediately after the Tet holiday, especially those left unfinished in 2024 or pending due to the holiday break. This includes expediting production, business operations, socio-economic development, national defense, security, and social order and safety.

Ministries and localities are urged to continue implementing proposals, tasks, and solutions mentioned in the resolutions and conclusions of the Central Committee, National Assembly, and the Government. This is especially true for the supplementary proposal on socio-economic development in 2025, aiming for economic growth of 8% or higher.
The Government leader also requested that ministries, according to their functions and tasks, implement solutions to boost production and business activities, promote the allocation and disbursement of public investment capital, and accelerate the progress of strategic transport projects, including airports, seaports, and expressways, as well as inter-regional and inter-provincial projects. The goal is to exceed the target of having 3,000 km of expressways by the end of 2025.
The Prime Minister demanded the resolute and effective implementation of organizational streamlining and personnel reduction as directed by the Central Committee, National Assembly, Government, and himself. This includes completing tasks related to the consolidation of Party Committees directly under the Government Party Committee to ensure their early operation.
Additionally, it is necessary to finalize decrees defining the functions, tasks, powers, and organizational structures of ministries and ministerial-level agencies after streamlining for submission to the Government for consideration and issuance. The resolution of the National Assembly should be implemented to operate the new Government apparatus, and drafts of the Law on Government Organization and the Law on Local Government Organization should be submitted to the National Assembly for approval as per the deadline. A proposal on the organization and operation of the inspection system should also be completed and reported to the competent authority.
Regarding organizational restructuring, the Prime Minister assigned agencies to effectively implement the Government’s Decree No. 178/2024/ND-CP on policies and regimes for officials, public employees, civil servants, and armed forces in carrying out the reorganization of the political system.
The directive clearly states that ministries and localities need to propagate and implement effectively the Conclusion No. 107-KL/TW dated December 24, 2024, of the Politburo on continuing to strengthen the Party’s leadership in receiving citizens and handling complaints, denunciations, petitions, and feedback. This includes focusing on resolving complex, long-standing, and mass complaints.
At the same time, it is necessary to strictly implement the conclusion of the 27th meeting of the Central Steering Committee for Anti-Corruption, and promptly complete the inspection of some slow-progressing, prolonged, and wasteful construction projects and propose solutions to handle them fundamentally.
It is also essential to enhance the management of religious and belief activities in line with civilized lifestyles, fine cultural traditions, and good customs and practices of each locality. Measures should be taken to prevent superstition, social deviance, and the exploitation of spiritual activities for personal gain, as well as to avoid the rampant burning of votive offerings, which causes waste and extravagance.
The Head of the Government requested that civil servants and public employees in state administrative agencies and related organizations promptly handle and process work matters from the first working day, especially those left unfinished or pending due to the holiday break.
Strict adherence to administrative discipline and labor discipline is mandatory, and there should be no spring outings, New Year greetings, or festival visits during working hours. The use of state budget funds, means, and public assets for festivals and entertainment activities is not allowed.
