The Thanh Hoa Provincial Police Investigative Agency (PC03) has requested documents and information from the People’s Committee of Thanh Hoa City regarding the Dong Tho Urban Residential Area project, citing potential violations and financial mismanagement.

PC03 is investigating allegations of violations in land回收, compensation, and financial management related to the project. They have asked for documents, including those related to land回收, compensation estimates, payments, and final accounts.
Previously, on December 13, 2024, the Vice Chairman of the Provincial People’s Committee, Mr. Nguyen Van Thi, issued Decision No. 4925 to revoke Decision No. 4363 (dated December 27, 2011) on land pricing for the urban residential and commercial services project implemented by CIENCO1 in Dong Tho Ward.
The revocation was due to non-compliance with government regulations, specifically Decree No. 120/2010/ND-CP, which amends and supplements Decree No. 198/2004/ND-CP on land use fees.
