On the afternoon of February 13, the Ho Chi Minh City Party Committee’s Propaganda and Education Commission and the Mass Mobilization Board, in collaboration with the Ho Chi Minh City Department of Information and Communications, held a press conference to provide updates on economic and social issues.
The Ho Chi Minh City Department of Transport shared information regarding the traffic plan for Cong Hoa Street and Phan Thuc Duyen Street in Tan Binh District. This followed the proposal to implement a one-way traffic system on these roads.
According to the Department of Transport, Cong Hoa Street, along with Truong Chinh Street, Pham Van Dong Street, and Hoang Van Thu Street, are major arteries and gateways to Ho Chi Minh City and Tan Son Nhat International Airport. As a result, these roads experience a significant volume of traffic.

The department acknowledged that the rapid increase in vehicle numbers has exceeded the road’s capacity, resulting in frequent traffic jams during peak hours.
To alleviate this issue, a project to construct a road connecting Tran Quoc Hoan and Cong Hoa Streets has been initiated and is expected to be operational by April 2025. This new road will help distribute traffic, reducing congestion on Cong Hoa Street.
The department also mentioned that the option of implementing a one-way traffic system on Cong Hoa Street and the connecting road between Tran Quoc Hoan and Cong Hoa Streets was considered and evaluated in previous studies but was deemed unsuitable.
This decision was made due to the nature of traffic flow during peak hours, with a significantly higher volume of vehicles entering the city in the morning and exiting in the afternoon. Additionally, the intersections at the beginning of these roads, such as the Cong Hoa – Truong Chinh intersection and the Hoang Van Thu – Phan Dinh Giot – Phan Thuc Duyen – Tran Quoc Hoan area, lack sufficient space to accommodate one-way traffic effectively.
“Therefore, the traffic organization in the area, including Cong Hoa Street and the road connecting Tran Quoc Hoan to Cong Hoa Street, will remain unchanged after the completion of the T3 Terminal and the road project,” the Department of Transport stated.
The department will implement additional solutions at intersections to distribute traffic more effectively and ensure alignment with the actual traffic conditions. They will also continue to adjust traffic signal timings based on real-time traffic conditions, utilizing AI technology for automatic control and optimization.
Furthermore, flexible deployment of retractable barriers at intersections and steel overpasses will help reduce conflicts and waiting times at traffic signals, improving vehicle flow on Cong Hoa Street. Additional traffic organization measures will be implemented to distribute traffic between Cong Hoa Street and the connecting road, ensuring a smooth flow in alignment with actual traffic conditions.
The efficiency of the quick response team in the Tan Son Nhat Airport area will be enhanced through the utilization of traffic surveillance cameras installed on the main roads leading to the airport. This will enable timely responses to traffic jams and accidents.
Looking ahead, the area surrounding Cong Hoa Street will witness the development of various projects, including the construction of Pham Van Bach Street, Truong Chinh Street, Tan Ky Tan Quy Street, and the metro line number 1. Consequently, the traffic organization in this area will be continuously studied and adjusted to align with the changing conditions, ensuring smooth traffic flow and adaptability to the dynamic nature of Ho Chi Minh City’s transportation landscape.
