On the afternoon of February 9, Prime Minister Pham Minh Chinh and his entourage worked with the Standing Committee of the Quang Ngai Provincial Party Committee on socio-economic development in 2024, directions, and tasks for 2025, as well as addressing the province’s proposals and recommendations.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and commended Quang Ngai’s achievements while also pointing out existing shortcomings and limitations that need to be addressed, such as the province’s failure to fully capitalize on its potential and conditions for development, and limited FDI attraction (with only 3 projects granted investment certificates in 2024, totaling 20.61 million USD in capital).

The Prime Minister instructed the province to focus on streamlining its apparatus to enhance efficiency, effectiveness, and performance, in line with Resolution No. 18-NQ/TW, with a deadline of February for completion and March for full operation.

Quang Ngai should also prioritize social housing development, given the presence of large economic and industrial zones like Dung Quat and VSIP, as well as the Hoa Phat Integrated Steel Complex. Additionally, allocating resources for human development and social welfare is essential.

During the working session, leaders of ministries and sectors provided feedback, and the Prime Minister gave specific instructions regarding Quang Ngai’s proposals related to the construction and implementation of the “Master Plan for the National Center for Refining, Petrochemicals, and Energy in Dung Quat Economic Zone.”

Other proposals included the “Master Plan for the Development of Ly Son Island District into a Marine-Island Tourism Center,” resolving overlaps and contradictions between the provincial planning and sectoral planning, addressing obstacles related to several real estate, trade, and service projects, and utilizing the remaining wage reform funds of over VND 15,000 billion for infrastructure development.

The Prime Minister instructed the Ministry of Finance to guide localities on utilizing the remaining wage reform funds for project implementation. He also assigned tasks to relevant agencies and units for the urgent construction of the Danang-Quang Ngai Expressway intersection with Dung Quat Economic Zone, to be completed within six months after the completion of procedures. He agreed in principle to invest in the Quang Ngai-Kon Tum Expressway, with the two provinces responsible for site clearance and the central budget for construction.

Regarding the proposal to build Ly Son Airport, the Prime Minister directed the province to carefully study the feasibility and benefits. If found advantageous, the province would be assigned as the competent authority to call for public-private partnerships, in coordination with the Ministry of National Defense for dual-use development. The Ministry of Transport was also instructed to propose the addition of airports to the master plan.

According to Quang Ngai Province’s report, in 2024, the province achieved and exceeded 27/27 comprehensive targets in various fields, with 11 targets surpassing the plan. GRDP increased by 4.07%, and GRDP per capita reached 4,460 USD (ranking 17th out of 63). There were positive shifts in administrative reform and the creation of a favorable business and investment environment (Par Index ranked 27th out of 63). The province also strictly implemented the reorganization and streamlining of the political system’s apparatus.

In January 2025, the province’s socio-economic development continued to yield positive results, and a scenario was developed to strive for a growth rate of 10-10.5% for the whole year. The industry maintained its growth momentum, and budget revenue reached VND 2,688 billion, equivalent to 8.4% of the annual plan.
