On February 14, the Office of the Hanoi People’s Committee issued a notification announcing the conclusions and directives of Mr. Tran Sy Thanh, Chairman of the Hanoi People’s Committee, at a meeting to address difficulties and obstacles regarding urban planning.
Regarding the proposal to organize the master plans for the districts, the Hanoi People’s Committee agreed with the suggestion of the Department of Planning and Architecture to allow changes to the name, scope, and certain aspects of the “Regional Construction Planning for districts until 2030, with a vision towards 2050” to align with the “Urban and Rural Planning Law of 2024.” The new master plans will be named “District Master Plans until 2045.”
The Hanoi People’s Committee instructed the district-level People’s Committees to continue reviewing and finalizing the district master plans until 2045, building upon the completed regional construction planning for districts to avoid unnecessary expenses. The Department of Planning and Architecture will conduct parallel reviews and submit the district master plans for approval immediately after the “Urban and Rural Planning Law of 2024” comes into effect, aiming for approval in July 2025.

For districts with over 50% of their natural area designated for urban development (including Thuong Tin, Dan Phuong, and Me Linh) and those with National Tourist Areas wholly within their administrative boundaries (such as My Duc district), there is no need to establish district master plans as per the “Urban and Rural Planning Law of 2024.” The Hanoi People’s Committee instructed the district-level People’s Committees to finalize the consulting fees as per regulations. For areas designated for urban development, master plans for towns or urban subdivisions will be established, while the remaining areas will have commune-level master plans, ensuring alignment with the adjusted Master Plan for the Capital approved by the Prime Minister.
Regarding the towns, the urban areas, and the remaining functional areas, the “Urban and Rural Planning Law of 2024” will be followed.
Five districts transitioning into urban districts to establish urban subdivision plans
Concerning the initiative to establish urban subdivision plans at a scale of 1/2000 related to the investment project for an urban area through a land auction to select investors as per the “Land Law of 2024,” the leadership of the Hanoi People’s Committee has directed the Department of Planning and Architecture to promptly study and implement the “Urban and Rural Planning Law of 2024.” They will guide the district-level People’s Committees in establishing, supplementing, and finalizing the urban subdivision plans at a scale of 1/2000 for the proposed investment projects based on the approved urban subdivision plans at a scale of 1/5000.
Additionally, the Department will continue to provide guidance on establishing subdivision plans for functional areas (including tourism, sports, and industrial zones) within and outside the urban boundaries to facilitate investment projects through land auctions.
Mr. Tran Sy Thanh, Chairman of the Hanoi People’s Committee, instructed the districts of Dong Anh, Gia Lam, Thanh Tri, Hoai Duc, and Dan Phuong to promptly initiate the process of establishing and adjusting urban subdivision plans harmoniously. They must ensure that the conditions and criteria for completing the project proposal for the investment and construction of new urban districts are met, with a target for approval in July 2025. The Hanoi People’s Committee agreed with the district-level People’s Committees’ proposal to delegate authority to the district level for implementing the above contents and approving related procedures within their jurisdiction (excluding the authority to review and approve planning tasks and plans).

The Hanoi People’s Committee has approved adjustments to the N7 urban area subdivision plan to allocate land for the construction of headquarters for the Military Command, the Dong Anh District Police, and other district-level agencies. The goal is to create an inter-agency complex. The total area of the study site is approximately 9.63 hectares.
