## Smart Agriculture Cooperation and MoU Signing to Boost Production Industry Between Quang Ninh and Guangxi

In recent days, the Departments of Agriculture and Rural Development, and Industry and Trade of Quang Ninh Province, Vietnam, and the Departments of Agriculture and Rural Affairs, and Commerce of the Guangxi Zhuang Autonomous Region, China, have held smart agriculture cooperation talks and signed a Memorandum of Understanding (MoU) to enhance production industry cooperation between Quang Ninh and Guangxi.

### COLLABORATION ON SMART AGRICULTURAL FARM CONSTRUCTION IN BORDER AREAS

On February 20th, in Ha Long city, the Department of Agriculture and Rural Development of Quang Ninh Province, Vietnam, and the Department of Agriculture and Rural Affairs of the Guangxi Zhuang Autonomous Region, China, held smart agriculture cooperation talks. This collaboration aims to maximize the potential and strengths of both Quang Ninh and Guangxi in all economic and trade fields.

During the talks, both parties agreed to integrate resources and conduct joint research in the field of animal disease diagnosis and testing. They will also continue to improve the mechanism for information exchange and communication between veterinary and animal quarantine agencies.

Annually, the two sides will exchange information on the import and export of agricultural, forestry, and aquatic products. They will alternately organize trade connection forums for agricultural, forestry, and aquatic products through the Mong Cai, Quang Ninh (Vietnam) – Dongxing (China) border gates and vice versa to enhance exchanges and promote technology, jointly aiming for sustainable development and increased trade promotion for Quang Ninh’s agricultural products.

The cooperation will also focus on research collaboration in mollusc breeding, technology transfer for composite tank farming, and industrial sea farming technology. Information exchange and agricultural machinery support will be provided to agricultural enterprises, cooperatives, and rural, mountainous, and island areas in Quang Ninh Province. Additionally, trade promotion for agricultural products between Quang Ninh, Vietnam, and the Guangxi Zhuang Autonomous Region, China, will be encouraged.

Notably, both parties will cooperate in developing digital agriculture and researching and testing key technologies to enhance technological innovation. They will also collaborate on constructing smart agricultural farms in border areas, digitizing production and processing, and digitizing agricultural product circulation, management, and monitoring.

### BOOSTING PRODUCTION INDUSTRY COOPERATION BETWEEN QUANG NINH AND GUANGXI

Earlier, on February 19th, in Hanoi, the Department of Industry and Trade of Quang Ninh Province and the Department of Commerce of the Guangxi Zhuang Autonomous Region signed an MoU to boost production industry cooperation.

With the signed MoU, the two parties will collaborate on the following:

– Sharing and exchanging information on legal policies, planning, and investment attraction orientations for industrial parks and clusters and targeted industries for both provinces/regions.
– Based on their unique advantages, the two localities will cooperate in researching and proposing solutions and orientations to build production linkage chains.
– Enhancing cooperation in industrial production fields according to the orientations of both governments.
– Exchanging information on training programs to support officials and experts in managing and developing industries and providing vocational training for laborers in the industrial sector, especially in the strengths of both provinces/regions.
– Sharing sustainable industrial production management and development models and solutions.
– Supporting the development of industrial parks and implementing joint solutions to promote sustainable, balanced, and mutually beneficial investment, industry, and trade fields.

According to Ms. Nguyen Thi Hien, Director of the Department of Industry and Trade of Quang Ninh, based on their potential and advantages, the two parties will jointly research, connect, and propose solutions and orientations for production linkage policies, especially in industrial production and high-tech fields.

The Department of Industry and Trade will actively participate and coordinate with the working group to research models for building a Vietnam-China Border Economic Cooperation Zone established by the Ministry of Industry and Trade of Vietnam and the Ministry of Commerce of China.

The cooperation agreements on trade development between the Department of Industry and Trade of Quang Ninh, Vietnam, and the Department of Commerce of the Guangxi Zhuang Autonomous Region, China, will facilitate information exchange and collaboration for enterprises in the production industry. This will ensure safe and stable development in the new context and contribute to effectively implementing the Joint Communiqué on further enhancing and deepening the Vietnam-China Comprehensive Strategic Cooperative Partnership.
