In Ninh Binh Province, the Ninh Binh Provincial Party Committee Standing Board has just held a conference to announce decisions on organizational and personnel work.
Accordingly, the decision to terminate the activities of Party blocs, Party Cells at the provincial level, Party Committees in agencies and enterprises in Ninh Binh Province took effect on March 1, 2025.
The Provincial Party Committee for Propaganda and Education and Mass Mobilization was established by merging the Provincial Party Committee for Propaganda and Education with the Provincial Party Committee for Mass Mobilization. Ms. Bui Mai Hoa, Head of the Provincial Party Committee for Propaganda and Education, was appointed to the position of Head of the newly merged committee, effective March 1.
The Party Committee of Party Agencies under the Provincial Party Committee was established, comprising 24 grassroots-level Party organizations and 584 Party members, transferred from the Party Committee of Agencies and Enterprises. Mr. Mai Van Tuat, Permanent Vice Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, was appointed as Party Secretary for the 2020 – 2025 term.
The Party Committee of the Provincial People’s Committee of Ninh Binh Province, directly under the Provincial Party Committee, was established with 41 grassroots-level Party organizations and 4,990 Party members transferred from the Party Committee of Agencies and Enterprises. Mr. Pham Quang Ngoc, Vice Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, was appointed as Party Secretary for the term 2020-2025.
Additionally, decisions were made to transfer grassroots-level Party organizations and Party members under the Party Committee of Agencies and Enterprises to the direct management of the Yen Khanh, Gia Vien, Hoa Lu Town, and Tam Diep City Party Committees.
In Quang Binh Province, the 20th session of the 18th Quang Binh Provincial People’s Council for the 2021 – 2026 term was held to discuss and vote on a resolution on the establishment and reorganization of specialized agencies under the Provincial People’s Committee.
The session voted to adopt a resolution on the establishment and reorganization of specialized agencies under the Quang Binh Provincial People’s Committee.
Accordingly, the Department of Ethnic Minorities and Religion was established based on the Department of Ethnic Minorities, while also assuming the function of state management over beliefs and religions from the Department of Home Affairs.
The Department of Planning and Investment was merged with the Department of Finance to establish the Department of Finance. The Department of Transport and the Department of Construction were merged to form the Department of Construction.
At the same time, the task of testing and granting driving licenses for road motor vehicles will be transferred from the Department of Transport to the Provincial Police when there are regulations from the Government and central ministries and sectors.
The Department of Agriculture and Environment was established by merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development. This department also assumes the task of state management over poverty reduction from the Department of Labor, Invalids, and Social Affairs.
The Department of Home Affairs was established by merging the Department of Labor, Invalids, and Social Affairs with the Department of Home Affairs. Meanwhile, the function of state management over beliefs and religions was transferred to the Department of Ethnic Minorities and Religion.
Some functions and tasks of the Department of Labor, Invalids, and Social Affairs were transferred as follows: poverty reduction to the Department of Agriculture and Environment; social protection, child care, and social evil prevention to the Department of Health; vocational education to the Department of Education and Training; and drug rehabilitation and post-rehabilitation management to the Provincial Police.
The Department of Science and Technology was established by merging the Department of Information and Communications with the Department of Science and Technology. At the same time, the function of state management over the press and publishing was transferred from the Department of Information and Communications to the Department of Culture, Sports, and Tourism (after the merger). The task of managing information network security was transferred to the Provincial Police.
The Department of Culture, Sports, and Tourism was established by merging the Department of Culture and Sports with the Department of Tourism. This department also assumes the function of state management over the press and publishing from the Department of Information and Communications. The Department of Foreign Affairs was merged into the Office of the Provincial People’s Committee, and the Office was reorganized accordingly.
After the reorganization, the number of specialized agencies under the Quang Binh Provincial People’s Committee decreased from 20 to 13, achieving a streamlining rate of 35%. This reorganization is expected to improve the efficiency of the administrative apparatus, avoid functional overlaps, and enhance the quality of services provided to citizens and businesses.
