On the morning of February 21, 2025, in Quang Nam, in the presence of the Minister of Finance Nguyen Van Thang, the representatives of the Quang Nam provincial government, and the leaders of the Asia-Pacific Regional Committee (APRC), the International Organization of Securities Commissions (IOSCO), Ms. Vu Thi Chan Phuong, Chairwoman of the State Securities Commission of Vietnam (SSC), signed the APRC Multilateral Memorandum of Understanding on Supervision (S-MMOU).
This event marked a significant step forward in enhancing the cooperation on securities market supervision between the SSC and the regulatory authorities of other APRC member countries, as well as IOSCO members. It also elevated the status of Vietnam’s securities market to be on par with other countries in the region.
“Today’s signing of the S-MMOU also demonstrates the commitment of the SSC of Vietnam to international cooperation and adherence to international and regional standards and principles,” emphasized the Chairwoman of the SSC. “It showcases the role, position, and prestige of the SSC of Vietnam in the region and globally.”
The Chairwoman affirmed that following today’s signing, the SSC of Vietnam would further strengthen its cooperative relationships and information sharing to support securities market supervision with regulatory authorities in the region. This is especially important given the emerging challenges in global financial markets driven by rapid advancements in science, technology, and artificial intelligence, as well as the demands for green, sustainable development, and ESG implementation.
Speaking at the ceremony, Mr. Rodrigo Buenaventura, IOSCO Secretary-General, congratulated the SSC of Vietnam on becoming an official signatory to the S-MMOU. He stated, “This is a significant milestone for the global regulatory network as the S-MMOU serves as the foundational mechanism for APRC and IOSCO members to support each other in effectively carrying out regulation, supervision, inspection, and enforcement in the securities and capital markets.”
The APRC Multilateral Memorandum of Understanding on Supervision of IOSCO (S-MMOU IOSCO) is an initiative of the Asia-Pacific Regional Committee (APRC) implemented since 2022. It is a multilateral memorandum of understanding on supervisory cooperation for IOSCO members who have signed the IOSCO Multilateral Memorandum of Understanding on Consultation, Cooperation, and Exchange of Information (MMOU IOSCO). Currently, 12 out of 33 APRC members have signed the S-MMOU.
The S-MMOU is not a legally binding instrument. Instead, it signifies the commitment of the signatory countries to cooperate and exchange supervisory information to the maximum extent permitted by and in compliance with their respective domestic laws and regulations. The commitments outlined in the S-MMOU include cooperation in licensing, registration, or recognition of individuals or entities; ongoing supervision; on-site inspections; emergency situations; anti-money laundering and counter-terrorist financing; voluntary provision of information; and the use and protection of information.
The signing ceremony took place during the Conference on Market Development Trends and Orientations in the Context of Integration, held within the framework of the 2025 IOSCO APRC Conference in Quang Nam, Vietnam, hosted by the SSC (from February 19 to 21, 2025).
