On February 19, Mr. Nguyen Hong Dien, Minister of Industry and Trade, held talks with Mr. Tran Cuong, member of the Central Committee of the Communist Party of China and Secretary of the Guangxi Zhuang Autonomous Region, during his visit to Vietnam.
Speaking at the talks, Minister Nguyen Hong Dien highly appreciated Secretary Tran Cuong’s choice of Vietnam as his first foreign destination in his new role, reflecting Guangxi’s importance to cooperation with Vietnam.
FURTHER ENHANCING COOPERATION IN 4 KEY AREAS
Minister Nguyen Hong Dien expressed his delight at the achievements in cooperation between Vietnamese localities and Guangxi in the past years, with trade reaching 41.6 billion USD in 2024, a 15.4% increase compared to 2023. Vietnam has maintained its position as Guangxi’s largest trading partner for 26 consecutive years.
Acknowledging the important role of Vietnam-Guangxi cooperation in mutual development, the Minister of Industry and Trade proposed that the Secretary of the Autonomous Region pay attention to and direct the Departments of Guangxi to coordinate and implement various cooperation contents to further strengthen bilateral economic and trade relations.

First, promote the expansion of Vietnam-Guangxi trade. This includes coordinating to maintain stable supply chains and efficiently channeling goods through border gates, especially for agricultural and aquatic products.
Timely notify the Vietnamese side of any regulations that may affect bilateral import and export activities, giving businesses time to prepare and adapt to the relevant regulations.
At the same time, coordinate to improve border gate infrastructure, promote trade facilitation, and support the opening of the Chinese market to high-quality Vietnamese agricultural products with high market demand in China, such as citrus fruits, avocados, jackfruit, and dragon fruit. Facilitate trade promotion activities and programs to introduce Vietnamese quality products in Guangxi.
Second, strengthen cooperation to upgrade the industrial structure of Vietnam and Guangxi. Prioritize high-tech, environmentally friendly industries, and promote the application of science, technology, and informatics in production to increase productivity. Enhance cooperation in training human resources in the processing and manufacturing industries.
Third, enhance cooperation in power grid connection between Vietnam and Guangxi. Minister Nguyen Hong Dien proposed that Guangxi actively promote the signing of the Memorandum of Understanding on power grid connection cooperation between Vietnam and China and simultaneously study the plan for power grid connection cooperation through Guangxi-Guangdong via a one-way ultra-high voltage transmission line.
Fourth, strengthen coordination in effectively implementing the Action Plan for 2024-2026 and the List of Key Tasks for 2025, making it a highlight that contributes positively to the “Year of Vietnam-China People-to-People Exchange.”
PROMOTING THE CONSTRUCTION OF SMART BORDER GATES AND AGRICULTURAL PRODUCT TESTING CENTERS
At the talks, Secretary Tran Cuong expressed his pleasure that Guangxi is ready to implement the directives of the high-level leaders of the two countries, creating favorable conditions and actively contributing to the Vietnam-China high-quality cooperation.
Secretary Tran Cuong positively assessed the economic and trade cooperation achievements between Vietnam and Guangxi over the years and was delighted that the trade scale with Vietnam currently accounts for about 39.1% of Guangxi’s total foreign trade value.
Fruit import and export between Guangxi and Vietnam accounts for one-third of the total import and export of fruits between China and ASEAN. Import and export through land border gates increased by 41.3% compared to the same period in 2023…
The Secretary of Guangxi proposed that Guangxi and the Ministry of Industry and Trade continue to strengthen cooperation and seek new drivers for the economic and trade relations of the two countries. He also suggested some measures to promote bilateral trade, including coordinating the organization of the 22nd China-ASEAN Expo; promoting cross-border industry cooperation; strengthening cooperation in artificial intelligence and e-commerce; promoting the construction of a pilot smart border gate between China and Vietnam; and establishing a testing center for Vietnamese agricultural products exported to China…

Minister Nguyen Hong Dien also added new orientations, solutions, and contents to further deepen economic and trade cooperation between Vietnam and Guangxi, in particular, and China, in general. The goal is to expand the scale and gradually balance Vietnam-China trade in the context of global trade pressures due to tensions between many major economies.
At the end of the talks, Minister Nguyen Hong Dien and Secretary Tran Cuong witnessed the signing of two cooperation documents between the industry and trade sector and Guangxi: the List of Key Tasks for 2025 to implement the Action Plan for 2024-2026 between the Ministry of Industry and Trade and the Guangxi Government; and the Memorandum of Understanding on promoting cooperation in the manufacturing industry between the Department of Industry and Trade of Quang Ninh province and the Department of Commerce of Guangxi.
According to statistics from Chinese Customs, in 2024, the import and export turnover between Guangxi and Vietnam reached 41.6 billion USD, up 15.4% compared to the same period in 2023. Import and export turnover through land border gates between Vietnam and Guangxi accounted for over 95% of the total turnover of goods exchanged through land border gates between Vietnam and China.
