On February 19, the Hanoi Council Standing Board announced that the 21st specialized session of the 16th Hanoi Council for the 2021-2026 term will be held on February 25.
The session will consider and pass several matters within its purview, including resolutions on establishing specialized agencies and other administrative organizations under Hanoi’s authority. It will also address personnel quotas and labor indicators for Hanoi’s government bloc in 2025 and allocate state budget estimates to these agencies and organizations upon their establishment, as per regulations.
The session will also consider and pass a resolution on adjusting the investment policy for the Yen Xa Sewage Treatment System project in Hanoi. Additionally, it will discuss and approve resolutions on adjusting the target growth rate of Hanoi’s Gross Regional Domestic Product (GRDP) for 2025 and on personnel work.
Notably, the Hanoi Council will examine and approve a resolution on endorsing the investment policy for several projects utilizing the city’s public investment capital. These projects include: the construction of Tu Lien Bridge and its approach roads (from Nghi Tam intersection to Truong Sa Road intersection); the construction of Ngoc Hoi Bridge and its approach roads; and the construction of Tran Hung Dao Bridge.

The Tu Lien Bridge and its approach roads will have a total length of approximately 11.5 km, stretching from the Nghi Tam intersection to the Hanoi – Thai Nguyen Expressway (Ring Road 3). The bridge will feature a 6-lane roadway for motor vehicles, 2 mixed lanes, and 2 pedestrian lanes. The preliminary estimated investment for this project is over VND 19,000 billion.
The Ngoc Hoi Bridge project, with an estimated investment of VND 11,700 billion, will be funded by public investment capital from Hanoi city, Hung Yen province, and support from the Central government. The total length of the bridge will be approximately 7.5 km, with a cross-section width of 80m and a designed speed of 80 km/h.
The starting point of the Ngoc Hoi Bridge will connect to the end point of the Ring Road 3.5 (from Phuc La, Van Phu to Phap Van – Cau Gie Expressway), and the endpoint will connect to Ring Road 3.5 in Van Giang district, Hung Yen province.
Located between Chuong Duong Bridge and Vinh Tuy Bridge, the Tran Hung Dao Bridge will span about 5.5 km across the districts of Hoan Kiem, Hai Ba Trung, and Long Bien. Each direction of the bridge will feature two motor vehicle lanes and one mixed lane, with bicycle lanes situated at the innermost positions near the bridge’s arch.
