Specifically, Decision No. 277/QD-UBND grants Ecopark Hai Duong a lease of nearly 3,240 sq. m of land in Tan Thanh ward to implement a complex project of commercial center, hotel, and residential area. The land area, auctioned for land use rights, includes over 2,958 sq. m of commercial services and hotel land, and 281.7 sq. m of parking lot. The purpose of the land use is for commercial and service activities.
The State leases the land with a one-time payment for the entire lease term through an auction for land use rights. The duration of land use is 50 years, starting from February 14, 2025, to February 14, 2075 (according to the project’s operational duration of 50 years, counted from the date the investor is granted land by the State to implement the investment project as stipulated in Decision No. 1179/QD-UBND dated April 19, 2024, of the Provincial People’s Committee).
Decision No. 278/QD-UBND entails granting Ecopark Hai Duong over 39,405 sq. m of land in Tan Thanh ward to implement a complex project of a commercial center, hotel, and residential area. The land area, auctioned for land use rights, comprises 20,592 sq. m of residential land (including 16,434 sq. m of land for terraced houses and 4,158 sq. m for apartments), with the remaining area being urban residential land. The State allocates the land with a collection of land use fees through an auction for land use rights. The duration of land use is stable and long-term. The project’s operational duration is 50 years, starting from February 14, 2025, to February 14, 2075.
The remaining land area (not subject to auction for land use rights) includes 5,161 sq. m of land for social housing construction. The State allocates this land, and the investor is exempt from land use fees as stipulated in the 2023 Housing Law and the 2024 Land Law. The duration of land use is stable and long-term.
The land for public use purposes spans 13,653 sq. m (comprising 428.8 sq. m of technical infrastructure land, 10,628 sq. m of transport land, and 2,596 sq. m of green space land) and falls under the category of land allocated by the State without collecting land use fees.
The winning investor of the auction must establish investment and construction procedures in accordance with the provisions of the law on investment, construction, land, housing, and other relevant legal regulations. The project implementation period is 48 months from February 14, 2025.
The Provincial People’s Committee requires Ecopark Hai Duong to be responsible for fulfilling financial obligations related to land, paying taxes, fees, and charges in full as per the law, using the land for the right purpose and within the specified boundaries and area, and complying with the Land Law and other relevant legal regulations. They should coordinate with relevant departments and sectors to complete investment, construction, and environmental procedures for the complex project of a commercial center, hotel, and residential area at No. 02 Mai Hac De Street.
In case the investor does not fall under the category of those eligible for land use term extension, or if they are eligible but do not complete the procedures for extension or have already reached the maximum extension period as prescribed by law, yet still fail to put the land into use, and the State has not decided to revoke the land in accordance with the law, they must pay the State an amount equal to the annual land rent for the period from the date of land allocation to the date of the official decision on land revocation.

The project site enjoys a prime location with a frontage on Y Ngong Street and Mai Hac De Street, just a few hundred meters away from the roundabout of National Highway 14 and Nguyen Du Street.
