The Ho Chi Minh City – Moc Bai Expressway project is entering a crucial phase with compensation, support, and resettlement efforts to ensure the project stays on track for its planned commencement in 2025.

According to the Prime Minister’s decision, the total compensation cost for the Ho Chi Minh City – Moc Bai Expressway (Phase 1) project, implemented under the public-private partnership (BOT) model, is VND 5,270 billion for the section passing through Ho Chi Minh City.
The project, with a total length of 24.7 km, runs through Cu Chi district, affecting 1,877 households and requiring the reclamation of approximately 182.25 hectares of land.
From September 17 to 19, 2024, the People’s Committee of Cu Chi district, in collaboration with the Project Management Unit for Traffic Works Construction and related units, organized a program to propagate and mobilize the support of the people for the project.
On September 30, 2024, the People’s Committee issued a land recovery notice for the affected households.
The progress of inventory and recording of land and assets attached to the land is promising, with 99.36% completion out of a total of 1,877 cases.
The People’s Committee of Cu Chi district is also expediting land origin verification to ensure the timely issuance of land recovery decisions, compensation, and resettlement.

The interchange of the Ho Chi Minh City – Moc Bai Expressway with Ring Road 3
In February and March 2025, the project proceeded with the demarcation and handover of the project boundaries along the entire route. As of March 4, 2025, Ho Chi Minh City had completed 99.4% of the markers within its jurisdiction, while Tay Ninh province accomplished 88%.
It is expected that by the end of March 2025, all markers along the expressway will be completed.
Regarding the compensation, support, and resettlement plan, the People’s Committee of Ho Chi Minh City is expected to approve Component Project 3 in March 2025. By July 2025, the People’s Committee of Cu Chi district will approve the compensation, support, and resettlement plan and proceed with the payment, land recovery, ensuring the handover of at least 173.2 hectares of land before August 2025.
According to the plan, Component Project 2 – the construction of the social embankment and overpass – will commence on September 2, 2025. Meanwhile, Component Project 1 – the construction of the Ho Chi Minh City – Moc Bai Expressway (Phase 1) – is expected to break ground in January 2026.
For resettlement purposes, the People’s Committee of Cu Chi district has proposed the construction of a resettlement area in Pham Van Coi commune, covering an area of approximately 23.73 hectares.
Currently, the People’s Committee of Ho Chi Minh City is considering approving the investment policy to facilitate the completion of technical infrastructure in the resettlement area, ensuring the overall progress of the project.
Four Investors Vie for the Expressway Project
According to the Traffic Works Construction Project Management Unit, the investor interest survey for the Ho Chi Minh City – Moc Bai Expressway project has concluded with four registered investors, including two foreign investors. The Unit is reporting to the People’s Committee of Ho Chi Minh City for consideration and decision on the investor selection method, which will serve as the basis for the subsequent implementation steps.

On December 27, authorities in Le Thuy district confirmed that the last household had voluntarily accepted compensation and handed over the land, clearing the final hurdle for the North-South Expressway project in Quang Binh province.
