On March 7, the Office of the Hanoi People’s Committee issued a notification of the conclusion of Vice Chairman of the Municipal People’s Committee, Duong Duc Tuan, at the meeting considering the renovation, upgrade, and expansion plan for roads around West Lake in Tay Ho District.
Accordingly, the Hanoi People’s Committee basically agreed with the proposed research plan of the Tay Ho District People’s Committee and Sun Group. They also agreed to include this research content (after completion and reporting to the Hanoi People’s Committee for approval) in the standardized dossier of the project “Adjustment of the Urban Planning of West Lake and Adjacent Areas (A6), at a scale of 1/2000” in accordance with the Law on Urban Planning.
The Tay Ho District People’s Committee is requested to coordinate with relevant municipal departments and sectors to update all ideas and research proposals, including: water stations, bridges connecting Thuy Su Lake and Dam Tri, transportation systems, parking lots, flower gardens, walking paths, landscapes, wastewater treatment, etc., into the Project on Conservation and Promotion of the Value of West Lake and Adjacent Areas and the project “Adjustment of the Urban Planning of West Lake and Adjacent Areas (A6), at a scale of 1/2000.”

The Department of Planning and Architecture is assigned to advise, propose, and report to the Hanoi People’s Committee on the early assignment of the Tay Ho District People’s Committee to organize the “Adjustment of the Urban Planning of West Lake and Adjacent Areas (A6), at a scale of 1/2000” in accordance with the Law on Urban Planning, with a time limit for organization, approval, and completion of the project within 2 months.
Expanding Quang An and Tu Hoa Roads to 21m
Regarding the detailed contents of the plan for renovating, upgrading, and expanding the roads around West Lake, the Vice Chairman of the Municipal People’s Committee agreed with the opinions of the Department of Planning and Architecture and the Tay Ho District People’s Committee on the option of expanding the cross-section of Quang An and Tu Hoa Roads (21m option). However, further research is needed to specifically identify areas for space exploitation, combined with landscape gardens.
Regarding the determination of the investment project mechanism, the city assigned the Department of Planning and Investment (newly-merged with the Department of Finance) to consider, advise, propose, and report to the Hanoi People’s Committee on the investment mechanism for the project “Renovation, Upgrade, and Expansion of Roads Around West Lake (remaining section)” in the form of a BT public-private partnership (the investment offset project may consider proposing construction items in the West Lake area and other land funds) in accordance with regulations. The Tay Ho District People’s Committee is assigned to synchronously implement this in accordance with the “Regulations on Management and Exploitation of West Lake.”
