On March 7, the People’s Committee of Da Nang City held a working session with relevant departments, representatives of businesses and investors to coordinate the implementation of Conclusion No. 77 of the Politburo on “Measures to address difficulties and obstacles related to projects and land in the inspection and audit conclusions and court judgments in some provinces and cities” and Resolution No. 170 of the National Assembly on special mechanisms and policies to address difficulties and obstacles related to projects and land in inspection conclusions, audits, and court judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.
At the working session, investors and businesses highly appreciated the city government’s determination in addressing difficulties and obstacles related to projects and land in inspection and audit conclusions and court judgments. Conclusion No. 77 of the Politburo and Resolution No. 170 of the National Assembly provide an important legal basis to resolve current land-related obstacles. Investors and the business community pledged to accompany the city government in seizing this opportunity to overcome obstacles and unlock land resources.

Mr. Nguyen Van Binh, Chairman of Sun Group Central Region, affirmed that Sun Group has so far complied with the conclusions of the Government Inspectorate. The enterprise has paid the amount reduced by 10% that the city had previously facilitated for the enterprise but was not in accordance with the law. They have also adjusted the investment certificate duration and reduced the area related to security, defense, and special-use forests for some projects on the Son Tra Peninsula. Currently, Sun Group has four projects on the Son Tra Peninsula that need to be unblocked.

Mr. Nguyen Van Binh, Chairman of Sun Group Central Region, proposed: “We request the city to immediately implement the adjustment of the master plan into the planning subdivision to serve as a basis for investors to submit the 1/500 planning scheme. Because we have to approve the two planning schemes and integrate them into the subdivision planning to provide a basis for the Department of Finance to evaluate the related procedures and approve the investment proposal. After the subdivision planning is completed, we can proceed with the detailed planning steps and then carry out the financial obligations and other procedures to start the project implementation.”
So far, Da Nang City has proactively reviewed and identified 1313 projects related to violations that need to be adjusted. Of these, the city has resolved 554 cases, with 759 cases remaining. The city has also categorized the issues related to legal procedures, land, planning, and finance to facilitate resolution. Currently, the city is focusing on several issues, including reviewing the legal dossiers of projects related to investment, planning, and land use, and supplementing missing legal documents. The government’s policy, as directed by the Ministry of Agriculture and Environment, is to strive to resolve the final step of granting land ownership certificates to investors to strengthen state management of land.

Mr. Le Trung Chinh, Chairman of the Da Nang City People’s Committee, affirmed that in implementing Conclusion No. 77 of the Politburo and Resolution No. 170 of the National Assembly, the city has proactively performed several tasks within its authority. In March, the city will organize a conference to propagate the conclusions within the entire political system to raise the awareness and responsibility of departments, branches, mass organizations, and localities in implementing the major policies of the Politburo, National Assembly, and Government. The city will issue a detailed plan, assigning specific tasks and timelines for each department and locality. Based on their functions and tasks, the directors of the departments will proactively deploy and assign leaders and officers to each project. The leaders of the People’s Committee will chair the resolution of specific projects, ensuring progress and effectiveness.
Mr. Le Trung Chinh requested that investors and enterprises proactively provide dossiers and coordinate with competent authorities to focus on handling issues. Investors should also proactively propose adjustments to projects from the beginning, instead of making proposals after project completion. Investors and enterprises should also be ready with financial resources to immediately start project implementation once the obstacles are removed, avoiding the situation of leaving land vacant for an extended period or continuously transferring projects.

Regarding the obstacles at Chi Lang Stadium, Mr. Le Trung Chinh, Chairman of the Da Nang City People’s Committee, said that in April, the city would complete the site clearance and adjust the planning. The city will adjust the decision to develop a bidding plan in line with the spirit of converting cultural and sports land into commercial land: “The approach this time is to act decisively, urgently, and responsibly while ensuring progress. The city’s leaders will chair each specific project, and the authorities will do their best. Although we know that these tasks are challenging, we must focus on resolving these difficulties for the harmonious development of all parties and to unlock the city’s development potential.”

However, trading volume remained above the 20-day average, indicating positive market participation. The Stochastic Oscillator and MACD remain upward-trending, providing buy signals. If this momentum persists, the outlook will turn increasingly optimistic.

If, in the upcoming sessions, the index holds firm above this threshold and the MACD indicator continues to signal a buy, the situation may not be as pessimistic as it seems.

Accompanying this pattern, the trading volume remained below the 20-day average, indicating investor indecision in the market. Notably, the Stochastic Oscillator has now crossed into overbought territory and is flashing a sell signal. This development suggests that the risk of a market correction increases if the indicator falls out of this zone.
