“Resources are the common assets of the country and the people. Therefore, they should not be kept for one’s own locality, and there must be absolutely no corruption or negativity in mining permits,” the Prime Minister emphasized at the 16th meeting of the National Steering Committee for important national projects and key transport infrastructure, held on the afternoon of March 9.
The meeting was organized with a combination of direct and online participation, linking the Government Office with 44 provinces and cities implementing important national projects. It was attended by Deputy Prime Ministers Tran Hong Ha and Ho Duc Phoc, along with leaders of relevant ministries and local authorities.
The Prime Minister directed the Ministry of Public Security to investigate and strictly handle any violations of the law related to mining activities. At the same time, the Ministry of Agriculture and Environment was tasked with conducting field surveys, guiding localities to overcome obstacles, reviewing, and completing the legal framework for mining management.
The spirit of the Prime Minister’s directive was to allocate mines directly to projects, ensuring transparency and preventing the “hoarding and price gouging” that could delay project progress. This approach aims to balance the interests of the state, the people, and enterprises.
The provinces of Tien Giang, Ben Tre, An Giang, Kien Giang, and Dong Nai, which have material mines, were instructed to strictly adhere to the Prime Minister’s and Deputy Prime Minister Tran Hong Ha’s directives on supplying materials, giving priority to projects scheduled for completion by 2025.
According to the meeting report, the shortage of filling materials in projects within the Mekong Delta and Ho Chi Minh City has not been thoroughly addressed, severely affecting the progress of many key projects.
The lack of construction materials is currently one of the biggest bottlenecks for key transport infrastructure, especially as the country strives to achieve the target of 3,000 km of expressways by 2025.

A Series of Tasks with a Deadline of March 2025
At the meeting, Prime Minister Pham Minh Chinh set specific deadlines for several crucial tasks to accelerate the progress of key national transport projects.
Regarding investment preparation procedures, Ho Chi Minh City and Tay Ninh province were instructed to expedite the preparation and approval of the feasibility study report for the Ho Chi Minh City – Moc Bai Expressway. Hoa Binh province was urged to promptly submit the investment policy approval for the Hoa Lac – Hoa Binh project. The Ministry of Finance was tasked with completing the appraisal of the feasibility study report for Ho Chi Minh City’s Ring Road 4 project and adjusting the investment policy for the Bien Hoa – Vung Tau project.
In terms of site clearance, the Prime Minister requested 10 localities, including Tuyen Quang, Khanh Hoa, Binh Duong, Dong Nai, Da Nang, Ho Chi Minh City, Long An, Thai Nguyen, Kien Giang, and Bac Lieu, to make efforts to hand over the remaining site areas for projects scheduled for completion in 2025.
The localities of Lang Son, Hanoi, Hung Yen, Bac Ninh, and Can Tho were also instructed to vigorously implement site clearance for the Ring Road 4 of the Hanoi Capital Region, Huu Nghi – Chi Lang, and Chau Doc – Can Tho – Soc Trang projects. The Ministry of Agriculture and Environment was assigned to guide the localities in implementing regulations on compensation for crops and livestock according to the Land Law 2024.
Concerning capital allocation, the Prime Minister proposed that the Ministry of Finance promptly submit to the competent authority for approval of capital allocation from sources of increased revenue and cost savings for several projects, such as the Tuyen Quang – Ha Giang Expressway and the Quang Binh Coastal Road.
Regarding the Long Thanh International Airport project, the Prime Minister requested an immediate adjustment to Decision No. 1777/QD-TTg approving the investment project to construct the Long Thanh International Airport, Phase 1, to enable the Vietnam Airports Corporation (ACV) to commence construction of the second runway, to be completed before March 20, 2025.
For railway projects, the Ministry of Construction was assigned to proactively coordinate with partners and enterprises to promote projects connecting with China, particularly the Lao Cai – Hanoi – Hai Phong project, with construction commencing in 2025.
The Prime Minister also urged contractors to embrace a spirit of “working through sunshine and rain,” “overtime and extra shifts,” “eating hastily and sleeping briskly,” and “working in 3 shifts, 4 crews, through holidays and Tet” to expedite project progress.
According to the meeting report, in the coming time, the country needs to complete 3,000 km of expressways, 1,000 km of coastal roads, Long Thanh International Airport Phase 1, and Tan Son Nhat Airport’s T3 terminal. Additionally, several crucial projects are set to commence, including the Lao Cai – Hanoi – Hai Phong railway and the expressways connecting Ho Chi Minh City with Trung Luong – My Thuan and Long Thanh.
