The Hanoi People’s Committee Office has issued a notification regarding the Deputy Chairman of the municipal People’s Committee, Duong Duc Tuan’s conclusion on the construction plan for a road connecting Gia Binh Airport in Bac Ninh province to the capital city of Hanoi, specifically focusing on the section within Hanoi’s territory.

According to the notification, the Hanoi People’s Committee agreed with the Bac Ninh provincial People’s Committee to report to the Prime Minister, selecting Option 1 for investing in the road connecting Gia Binh – Bac Ninh Airport to the capital city of Hanoi.

Option 1 entails constructing a new section from the connection point with Bac Ninh province, heading north towards the Lao Cai – Hanoi – Hai Phong railway, and intersecting with the Hanoi – Lang Son expressway and Ring Road 3.

The route will coincide with Ring Road 3 and connect to the Tu Lien Bridge approach to the capital’s center. The length of this section within Hanoi’s territory is approximately 28.58 kilometers.

Regarding the detailed contents of Option 1, the road will be flat with a cross-section width of 120 meters (including 10 lanes of expressway). The urban railway line will run along the road on an elevated structure and will be a branch connecting to the urban railway line number 9.

The section that coincides with Ring Road 3 and connects to the Tu Lien Bridge approach will have a cross-section width of 120 meters (including 10 lanes of expressway) and will also incorporate the corridor of the Lao Cai – Hanoi – Hai Phong railway (approximately 34 meters).

The section that coincides with the Tu Lien Bridge approach to the capital’s center will have a cross-section width of 60 meters.

In relation to this project, the Bac Ninh provincial People’s Committee has reviewed and agreed with Hanoi on the route orientation and the scale of the road, which is approximately 120 meters wide and 46 kilometers long.

The total investment for the project to construct the road connecting Gia Binh Airport (Bac Ninh province) to the capital city of Hanoi is estimated at VND 26,700 billion.

Previously, on February 27, the Government Office announced the conclusion of Prime Minister Pham Minh Chinh at a meeting regarding the investment in the construction of a road connecting Gia Binh Airport in Bac Ninh province to the capital city of Hanoi and the development of a logistics center in the Gia Binh Airport area.

The announcement stated that to reduce the burden on Noi Bai Airport and meet the requirements for development, ensuring flights for Party and State leaders and international diplomacy, it is necessary to invest in an additional dual-use airport that serves both national defense and socio-economic development.

While the first phase of the Gia Binh Airport construction project has been initiated, to avoid waste and save time, effort, and resources, it is recommended to plan for its expansion into an international airport of grade 4E. Additionally, there should be a focus on investing in the construction of a road connecting Gia Binh Airport to the capital city of Hanoi, along with the development of a modern and intelligent logistics center integrated with e-commerce.

Regarding the road connecting Gia Binh Airport to the capital, relevant agencies and localities are requested to continue researching and evaluating based on scientific and practical grounds to select the optimal option. The road should be as straight, short, aesthetically pleasing, modern, and efficient as possible.

In the event that the investment capital is returned to Hanoi, the city may be considered the investor for the entire route, with support from Bac Ninh and Bac Giang provinces in site clearance.

The Prime Minister requested that Hanoi and Bac Ninh provinces immediately proceed with site clearance, striving to complete it before June 30.
