On March 7, Prime Minister Pham Minh Chinh chaired a national online conference to propagate and deploy the implementation of laws and resolutions that were recently passed at the 9th extraordinary session of the 15th National Assembly.

According to the conference report, the laws and resolutions passed by the National Assembly introduced several new and breakthrough policies that address long-standing institutional and policy bottlenecks.

The amendments to the laws on the organizational structure of the National Assembly, the Government, and local administrations have clearly delineated the tasks and powers of the agencies within the state apparatus, as well as the relationship between the National Assembly, the Government, and local administrations. These amendments also clarified the principles, mechanisms, and delegation of powers between the central and local levels.

The resolutions passed by the National Assembly have had positive impacts. For instance, Resolution 190/2025/QH15 promptly addressed issues that arose during the reorganization of the state apparatus.

Resolution 193/2025/QH15 introduced special policies to boost the development of science, technology, innovation, and national digital transformation. These include accepting risks in scientific research and technological development, lump-sum funding mechanisms, and the commercialization of scientific and technological research outcomes.

In his conclusion to the conference, Prime Minister Pham Minh Chinh stated that he had assigned deputy prime ministers in charge of relevant fields and ministers to directly oversee the urgent development and submission of guiding documents for the laws and resolutions. This task is to be completed by the end of March. He also emphasized the need to finalize other overdue guiding documents by the end of April.

The Prime Minister acknowledged the existence of numerous challenges that need to be addressed. For example, regarding social housing development, the Prime Minister has set high targets for localities, and the demand is significant. To achieve this, favorable mechanisms and policies are necessary. However, currently, the preparation of investment policies and procedures for a social housing project takes an average of three years, and even with expedited construction, it takes at least two years to complete. This means that it would take at least five years, if not longer, to finish a social housing complex.

To address this issue, several proposals are being considered, such as allowing simultaneous procedures and piloting the assignment of social housing projects to investors. Localities would be responsible for site clearance, and party committees and authorities would need to get involved.

The Prime Minister emphasized the importance of listening to the opinions of those directly impacted by the policies, including the people and businesses, when formulating and perfecting institutional policies. He also highlighted the value of drawing on international experiences and knowledge in specific areas, such as high-speed railway projects and nuclear power plants.

Regarding the implementation of Resolution 57 of the Politburo on breakthrough development in science, technology, innovation, and digital transformation, the Prime Minister announced that nearly VND 10 trillion would be allocated from increased revenues and cost savings. At least 3% of this year’s total budget expenditure will be allocated to this field, along with other sources such as bond issuance and fund reallocation. The Prime Minister instructed ministries, sectors, agencies, and localities to develop specific projects and programs to access this governmental budget.
