On March 11th, the People’s Committee of Hai Phong City organized a groundbreaking ceremony for the construction of the Ring Road 2 project, the Tan Vu – Hung Dao – Bui Vien route.

Attending the ceremony were Mr. Tran Cam Tu, permanent member of the Secretariat, along with the work delegation and leaders of Hai Phong City.

The Tan Vu – Hung Dao – Bui Vien section of Ring Road 2 is a special-grade transportation project with a total length of 11km and an investment of over VND 7,000 billion from the city budget.

The project consists of three main components: the construction of the section from Tan Vu intersection to Hai Thanh Bridge and the section from Hung Dao to Bui Vien, 37m wide, designed with 8 lanes in the middle and a 5m wide median.

Constructing the 353 provincial road – Hung Dao section with a width of 68m, designed with 8 lanes, a 23m median, and sidewalks of 2×7.5m. Building Hai Thanh Bridge over Lach Tray River, 1,133m long, with a cross-section of 36m and a design load of HL93.

This project is of great importance, creating a breakthrough in the city’s socio-economic and urban development. The construction is aimed at realizing the orientation of developing the city’s transport infrastructure synchronously, comprehensively, civilizedly, and modernly according to Resolution 45 of the Politburo and the city’s theme in 2025 “expanding economic and urban space; completing specific mechanisms and policies; promoting green and digital transformation.”

Currently, containers and trucks entering and exiting the Hai Phong seaport mainly follow National Highway 5 (old) – Ton Duc Thang – Nguyen Van Linh – Nguyen Binh Khiem; Nguyen Truong To – Bui Vien.

Hai Phong is the main gateway to the sea for Northern Vietnam, and its system of port clusters, especially the deep-water port of Lach Huyen, is increasingly playing a central role in connecting international maritime service routes.

According to the planning for the period of 2021-2030, with a vision towards 2050, the upcoming Nam Do Son Port will be invested and built to become a gateway port, combining international transshipment, which will put great pressure on transport infrastructure.

Meanwhile, the current transport infrastructure has not kept up with the pace of cargo and vehicle development, causing frequent congestion on the way to the port, along with the risks of accidents and pollution. Therefore, the construction of Ring Road 2 is necessary and urgent.

Once completed, the Hai Phong Ring Road 2 will help improve the urban infrastructure framework, particularly in the districts of Hai An, Duong Kinh, and Kien An. It will also create a premise for developing new urban areas, contributing to building a modern city and encouraging domestic and international investment attraction.

At the same time, it will shorten the journey and reduce the travel time from the seaport to National Highway 5, National Highway 10, and provincial roads, thereby bringing economic efficiency to enterprises and promoting socio-economic development.

Speaking at the ceremony, Mr. Nguyen Van Tung, Chairman of the Hai Phong People’s Committee, requested that the contractors concentrate their resources and efforts to build the project, ensuring labor safety, and striving for completion by May 13, 2028.

He also asked the departments, branches, and districts of Hai An, Duong Kinh, and Kien An to create the best conditions and immediately address any difficulties and obstacles that may arise during the project’s construction. Especially, ensuring security and order, focusing on site clearance, and completing it before June 30, 2025.
