The Hanoi People’s Committee Office has just issued a notification of the conclusion of Mr. Duong Duc Tuan, Vice Chairman of the Hanoi People’s Committee, on the detailed planning scheme for three old apartment buildings in Ba Dinh district, including Thanh Cong, Giang Vo, and Ngoc Khanh.

Accordingly, for the Thanh Cong old apartment building, the city authorities requested Ba Dinh district to further study the connection between the space of Thanh Cong lake with the flower garden and greenery in the reconstructed area, while expanding the internal road axes. Especially, the city allows the district to study the development of higher floors for apartments and resettlement houses, with a maximum height of 40 floors.

In addition, the city also requires a harmonious calculation of the surplus commercial apartment floor area, creating land with greater commercial service value. Commercial and service areas need to be designed as a unique and diverse complex.

For the Giang Vo old apartment building, the Vice Chairman of the Hanoi People’s Committee proposed that Ba Dinh district study the construction of a number of high-rise projects with a breakthrough nature near Giang Vo and Kim Ma streets, to form a commercial and service complex with a larger area.

Ba Dinh district also needs to research a synchronous solution for the architectural space, landscape, and infrastructure of the area west of Giang Vo lake, ensuring conformity with the detailed planning in the land lot No. 148 and the overall detailed planning of the old apartment building area.

For the Ngoc Khanh old apartment building, Hanoi city requested Ba Dinh district and consulting units to re-study the functional space, infrastructure plan, ensuring a coherent space.

In addition, the district needs to have specific solutions for the Kim Ma area and the TOD S9 station area, while creating a traffic axis combining landscape, connecting Ngoc Khanh lake with Giang Vo lake, and the axis connecting Kim Ma street and Nguyen Cong Hoan street.

There are currently over 1,500 old apartment buildings in Hanoi. For more than 20 years (since 2005), Hanoi has started implementing the renovation of old apartment buildings, but so far only 19 projects have been completed and 14 are under construction.

One of the reasons for the slow progress of old apartment renovation in Hanoi is the height limitation of 18-24 floors in the inner city. Especially, many old apartments in the inner city are at risk of collapse, even though the city has relocated the residents, but the project has not yet started.

According to the Ba Dinh District People’s Committee, the Thanh Cong apartment building currently has 68 buildings that are 2-5 stories high, built from 1979-1982, with a total population of about 13,400 people. The Giang Vo apartment building currently has 23 buildings that are 2-5 stories high, built between 1960 and 1979, with about 7,600 residents. The Ngoc Khanh apartment building currently has 58 buildings that are 2-4 stories high, built before 1994, with about 6,500 residents.
