On the morning of December 1, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam organized a national conference to propagate and implement the Resolution No. 18 of the 12th Party Central Committee, as well as review the economic and social situation in 2024 and discuss solutions to accelerate socio-economic development in 2025 and address institutional bottlenecks and constraints.

The Chairwoman emphasized that the 8th session of the National Assembly was conducted with a spirit of innovation, aiming to promptly address difficulties and obstacles, rectify bottlenecks, and unleash resources, with a strong focus on promoting socio-economic development.

During the session, the National Assembly proactively and resolutely promoted synchronous solutions to improve the quality of law-making and perfection.

Chairwoman Tran also mentioned the profound innovation in thinking and legislation methods. The laws should be concise and clear, only regulating matters within the competence of the National Assembly, providing convenience and granting autonomy and flexibility to the Government in the implementation process.

There has been a significant reduction in the number of chapters, articles, and clauses in the draft laws after revisions compared to the initial drafts submitted by the Government.

The construction and submission to the National Assembly for approval of the draft Law on Public Investment (amended), the Law amending and supplementing a number of articles of four laws in the investment field, and the Law amending and supplementing a number of articles of nine laws in the fields of finance and budget are typical examples of law-making oriented towards unleashing resources with a breakthrough, reformist, decentralized, and empowered spirit.

The Central Committee of the Party, the National Assembly, and the Government play a leading role in institution-building and inspection and supervision. They ensure clear responsibilities and accountabilities, cut down and simplify administrative procedures, and avoid creating a “permit-granting” mechanism, always putting people and businesses at the center and as the main subjects…

The National Assembly also considered and decided on many important issues, providing timely solutions to difficulties and obstacles, supporting people and businesses, and creating breakthroughs to improve infrastructure and maximize resources, thereby creating new development spaces.

The Chairwoman stated that the policy on investing in the North-South high-speed railway project is clear evidence of innovative thinking in developing the country’s infrastructure, not approaching it in isolation or locally, but planning it from a holistic perspective, combining economic, social, and environmental objectives.

“This is not just a transportation project but also a symbol of our aspirations, the spirit of innovation, and decisive actions, demonstrating our readiness to overcome challenges to open up great opportunities for the country,” emphasized the Chairwoman.

Regarding supervision, the Chairwoman affirmed that it has been practical and effective, promptly rectifying shortcomings and limitations in the implementation process of the levels, branches, localities, and proposing amendments and supplements to mechanisms and policies, creating real changes in practice.

Based on the proposal for the arrangement of administrative units at the district and communal levels for the period 2023-2025 of 51 provinces and cities with units subject to arrangement (including 38 district-level units and 1,166 commune-level units), the Standing Committee of the National Assembly has considered and decided on the arrangement for 50 provinces and cities (reducing 8 district-level units and 544 commune-level units).

“This is an important basis for localities nationwide to soon stabilize the organization of the apparatus, successfully organize party congresses at all levels towards the 14th National Party Congress,” affirmed the Chairwoman.

The Chairwoman expressed that the people are longing for and expecting decisive policies from the Party and the State.

The Chairwoman requested strict compliance with the urgent requirements of the task of arranging and streamlining the apparatus of the political system, meeting the requirements and tasks of the country in the new era, closely associating thought work with organizational and personnel work, focusing on raising awareness and responsibility among officials, party members, and employees.

First of all, it is necessary to promote the exemplary role of the leaders of each agency, unit, and organization and improve the quality and effectiveness of the performance of the tasks and powers of the deputies of the National Assembly, considering this as one of the key factors in renewing the activities of the National Assembly.
