On December 15, the Standing Committee of the Ho Chi Minh City People’s Council, in collaboration with Ho Chi Minh City Television and the Department of Information and Communications, organized a program titled “People Ask, Government Answers” for the month of December. The theme of this month’s program was “Construction Permits and Construction Order Management.”

During the program, voter Phan Thanh Tho from Phuoc Long B Ward in Thu Duc City raised a question regarding the current proposal by the Ho Chi Minh City Department of Construction. The proposal suggests that hostels in the city must meet a minimum floor space requirement of 4 square meters per person, along with other relevant regulations, to ensure fire safety.

Mr. Tho asked, “With these criteria in place, how many existing hostels meet the standard, and how many fall short? If they do not meet the standard, what is the solution?”

Mr. Huynh Thanh Khiet, Deputy Director of the Ho Chi Minh City Department of Construction, provided insights based on a survey conducted by the department in collaboration with local authorities in 2024. According to the survey, there are nearly 60,000 private residential constructions in the city that are rented out, totaling over 629,000 rooms.

Of these, approximately 555,000 rooms (88%) meet the 4-square-meter-per-person standard, while about 74,000 rooms (12%) fall short. This includes 9,000 independent hostel rooms and about 65,000 rooms in private residences that are rented out.

Mr. Khiet noted that the estimated number of tenants currently stands at around 185,000, with a concentration in Districts 7 and 12, as well as Thu Duc City, Tan Phu District, and Binh Tan District.

The Department of Construction plans to propose supportive policies for hostel repairs and upgrades.

The Department of Construction acknowledged that renovating and repairing hostel rooms to meet the standards could significantly impact tenants. However, they emphasized the urgency of ensuring fire safety, escape routes, and safe usage.

“For cases that do not meet the standard, we will require the owners to commit to a schedule for renovation, repair, and upgrade,” said Mr. Khiet. He also suggested that the People’s Committee of Ho Chi Minh City instruct relevant agencies not to implement measures such as dismantling or closing down hostels, to avoid immediate disruption to the lives of residents. Instead, a gradual process with a realistic timeline should be implemented.

Additionally, the Department of Construction proposed supportive policies for owners of private residential properties to facilitate the improvement of their properties. These policies include preferential loan interest rates, utility bill support, tax incentives, and streamlined administrative procedures.

Currently, the Department of Construction is drafting a proposal to be submitted to the Ho Chi Minh City People’s Committee, requesting the allocation of funds and preferential loans for hostel owners.
