This aging five-story apartment complex, located in Tan Thinh Ward, Hoa Binh City, consists of nine buildings that have fallen into disrepair. The exterior walls are covered in moss and the concrete pillars are cracked, exposing the steel reinforcement bars within.

The walls of the apartments are peeling and cracked in many places, creating an eyesore and posing potential risks to the residents.

Local residents shared that the complex, which is over 40 years old and houses hundreds of families, is in a severe state of deterioration.

Nguyen Thi Lan, a 70-year-old resident, expressed her concern about the lack of maintenance over the years, which has led to the complex’s decline.

The problem is exacerbated by water leakage from upper floors to lower ones, especially in the bathrooms, as each family has made ad-hoc repairs according to their own needs.

Tran Van Trung, a resident of building A1, pointed out that the lack of proper management has led to a haphazard approach to repairs, with each resident making alterations as they see fit, resulting in a disorganized and unsafe living environment.

“The unauthorized extensions and encroachments by residents have made the complex look patchy and distorted. The infrastructure is deteriorating rapidly, posing safety hazards,” added Trung.

Built in 1978 to accommodate workers involved in the construction and installation of Hoa Binh Hydropower Plant, the complex is now home to over 260 families, mostly retired hydropower plant workers.

Trung also mentioned that the complex is currently divided into smaller residential clusters, each managed by the Hoa Binh Construction and Development Joint Stock Company.
