On February 19, Provincial Party Committee Secretary Vu Hong Van worked with the Party Committee of the People’s Committee of Dong Nai province on the task of deploying the plan for auctioning land use rights in 2025 and mobilizing resources for socio-economic development.
The Provincial Party Secretary considered land auctions an urgent task and one of the solutions to achieve the target of double-digit growth in 2025 and subsequent years. Therefore, it is necessary to find solutions to remove obstacles and organize the implementation of the 2025 land auction plan.
At the working session, Mai Phong Phu, Director of the Dong Nai Land Development Center, informed that in 2025, the province could auction a total of 31 land plots, with a value of VND 11.5 trillion according to the current land price framework.
Of these, 17 land plots have basically met the conditions for organizing auctions, with 3 plots that the province directed to complete procedures for auctioning this year, and 11 plots where localities are completing procedures.
However, there are some obstacles that need to be addressed, including detailed planning at a 1/500 scale for the land plots, site clearance for the rubber plantation reclamation, investment policies, and a lack of land price consulting units.
The Party Committee of the People’s Committee of the province and the departments also explained the difficulties and obstacles, their causes, and proposed solutions. Some key solutions include establishing a steering committee or task force for land auctions to control the work, urge task implementation, and promptly resolve any problems; and considering assigning a non-business unit to perform land valuation tasks.
Chairman of the Provincial People’s Committee Vo Tan Duc said that the People’s Committee would focus on directing the implementation of land auction tasks in the coming time. Regarding the selection of land price consulting units, the province assigned the Department of Natural Resources and Environment to organize a conference to call for units to participate in land price appraisal for the province and direct the Center for Natural Resources and Environment Technology to participate in land price appraisal tasks.
For planning, the Department of Construction was assigned to guide and support localities in developing detailed construction planning at a 1/500 scale for auction land plots; and take the lead in adjusting the planning of three large land plots, including nearly 37 hectares and more than 77 hectares, both located in Long Duc commune, Long Thanh district; and a 100-hectare area in Xuan Loc district.

The Provincial Party Secretary requested that, in the immediate future, attention should be focused on the 17 land plots for which the Provincial People’s Committee reported basically complete procedures. Each plot must be scrutinized to identify any missing procedures, the responsible specialized agency, and the time needed for completion, in order to promptly organize the auction. The focus should be on the basic obstacles that have been identified, namely detailed planning, land price determination, and investment policies.
At the same time, continue to review the remaining land plots to complete the legal procedures for the auction; and continue to review and supplement the land plots into the list of land valuation for the following years.
