On March 18, at the first meeting of the Government Steering Committee for Science, Technology, Innovation, and Digital Transformation and Project 06, Minister of Home Affairs Pham Thi Thanh Tra shared the results of administrative reforms in 2024 and Q1/2025.

Regarding organizational reforms, Minister Pham Thi Thanh Tra stated that it has been a true revolution across the political system. In the past years, our administrative system has achieved very positive results, laying a solid foundation for further development.

For ministries and ministerial-level agencies, we now have only 17, down from 20 ministries and 3 government agencies. The internal structure of ministries and ministerial-level agencies has been significantly streamlined, with a reduction of 13 general departments, 519 departments, 219 bureaus, and 3,303 branches.

Regarding the results of the rearrangement, the number of officials in ministries and sectors decreased by about 22,300 people (a 20% reduction). The ministries, sectors, and localities have basically used the right number of assigned officials.

For localities, following the Government’s general direction, 63 provinces and cities reduced 343 specialized agencies equivalent to the People’s Committee at the provincial level, reaching 29%, along with 1,454 specialized agencies of the People’s Committee at the district level (a reduction of 17.5%).

At the meeting, Minister Pham Thi Thanh Tra also proposed eight tasks for administrative reform from now until the end of 2025. Notably, it focused on rearranging administrative units at the provincial level, reorganizing administrative units at the communal level, and organizing local governments at two levels to ensure carefulness, thoroughness, urgency, and effectiveness.

“It is expected that the rearrangement of communal-level administrative units will be completed before June 30 so that, from July 1, the new organizational structure of communal-level administrative units can take effect,” said Minister Pham Thi Thanh Tra. “We will also focus on completing the merger of provincial-level administrative units before August 30 so that the operation of provincial-level administrative units can begin on September 1.”

The Minister shared that the process of organizing local governments at two levels is being carried out urgently with the spirit of “running and queuing at the same time.”

Recognizing the importance and urgency of this task, the Ministry of Home Affairs looks forward to close coordination from all related ministries and sectors to guide localities effectively in performing this critical mission.

The Minister also mentioned enhancing law enforcement and administrative discipline and organizing the serious and effective implementation of new mechanisms and policies in managing officials, civil servants, and public employees.

“In the future, the Law on Officials and Civil Servants will be amended to improve management and meet the requirement of inter-level connectivity of the team of officials and civil servants at the communal level with civil servants at the provincial level and above,” said Minister Pham Thi Thanh Tra.
