At Least 7 Months to Select a Contractor Through the Regular Mechanism

In recent days, the Hanoi People’s Committee has continued to issue documents and directives on the three projects to build bridges across the Red River (Tu Lien, Tran Hung Dao, and Ngoc Hoi bridges), with notable points regarding the selection of contractors.

Based on the 2023 Bidding Law, two forms of contractor selection can be applied to the three bridge projects: open bidding and designated bidding.

However, both forms require multiple sequential steps such as establishing, appraising, and approving tasks, estimates, and plans for contractor selection; organizing the selection process, etc. The city of Hanoi estimates that it will take at least seven months to select a contractor through these forms, causing the projects to fall behind schedule.

Tu Lien Bridge Design Perspective

Therefore, the Hanoi leadership proposes that the Prime Minister consider and allow the application of a special case contractor selection to maximize the progress of the projects.

According to the aforementioned decree, the projects to build bridges across the Red River fall under the category of urgent projects that must be implemented immediately. If regular contractor selection procedures are applied, the projects’ deadlines cannot be guaranteed, hence the permission to apply for a special case selection.

The Hanoi People’s Committee assigns the project owners, namely the Management Board of Investment and Construction of Traffic Projects, to establish a dossier requesting the application of a special case contractor selection.

Subsequently, the Hanoi Department of Finance is responsible for guiding and organizing the appraisal of the dossiers presented by the project owners.

“The entire process of appraising and approving the special case contractor selection falls under the authority of the Hanoi People’s Committee. Therefore, the city can take the initiative in terms of time and accelerate the implementation of the projects according to the Central’s directives.

However, Hanoi still needs the written approval of the Government leader to proceed,” said Mr. Duong Duc Tuan, Vice Chairman of the Hanoi People’s Committee.

Over VND 13,000 Billion for Site Clearance and Resettlement

The Hanoi People’s Committee leadership shared that the expected investment in site clearance, compensation, and resettlement for the three bridge projects is approximately VND 13,100 billion, nearly a third of the total investment (VND 47,900 billion).

Specifically, the Tu Lien Bridge project is expected to allocate more than VND 4,300 billion for site clearance, compensation, and resettlement support; the Tran Hung Dao Bridge project is expected to allocate nearly VND 8,000 billion; and the Ngoc Hoi Bridge project is expected to require VND 784 billion.

Hanoi has requested the districts of Tay Ho, Long Bien, Hoan Kiem, Hai Ba Trung, and the counties of Dong Anh, Thanh Tri, and Gia Lam to urgently organize the implementation of site clearance. The Hanoi Department of Planning and Architecture is assigned to coordinate and guide the People’s Committee of Dong Anh County in identifying specific land plots that have been cleared for resettlement purposes for the projects.

Mr. Tran Ngoc Chinh, former Deputy Minister of Construction and Chairman of the Vietnam Urban Planning and Development Association, stated that the biggest challenge in constructing the three bridges across the Red River is site clearance, especially for the Tran Hung Dao and Tu Lien bridges. This is because the starting point of the Tran Hung Dao Bridge, located at the intersection of Tran Hung Dao and Tran Thanh Tong streets, and the starting point of the Tu Lien Bridge, near the Tu Lien ornamental plant village, are both areas with high population density. According to the Hanoi People’s Committee, these two areas require the highest site clearance and resettlement costs.
