On March 15, Deputy Prime Minister Nguyen Chi Dung, Vice Chairman of the Standing Committee of the Steering Committee (SC) for the development of the private sector, chaired the SC’s first meeting to outline the program, tasks, and key principles for building the Proposal to be submitted to the Politburo.

Reports at the meeting showed that the private sector currently has over 6.1 million business establishments, including about 940,000 operating enterprises and more than 5.2 million households. The private sector has consistently maintained a high growth rate and remains the most significant contributor to the economy.
SC members discussed the political, legal, and practical basis for developing the Proposal. The SC assessed that, over time, the private sector has grown and made increasingly significant contributions to the cause of innovation and socio-economic development.
The community of entrepreneurs is growing stronger, with a legitimate aspiration to rise and create wealth, continuously improving their business and corporate governance capabilities.
Discussions at the meeting agreed that our country is about to enter a new era, and in this context, it is necessary to evaluate and perceive correctly and objectively the position and role of the private sector so that its development can truly become the most important driving force for the economy.
Therefore, the Proposal must unblock bottlenecks and remove institutional barriers, creating a favorable and safe environment that stimulates the business spirit. The solutions and mechanisms in the Proposal must be breakthrough and superior to promote the robust and sustainable development of the private sector.
Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung requested to maximize the reasonable opinions to continue perfecting the Proposal. Regarding the role and position of the private sector, the Deputy Prime Minister said that at the working session of General Secretary To Lam with the Central Policy and Strategy Committee, all delegates agreed to evaluate and affirm that the private sector is the most important driving force.
According to the Deputy Prime Minister, the private sector makes significant contributions, as evidenced by specific figures: it accounts for about 50% of GDP, more than 56% of total social investment capital, about 82% of the total labor force, about 30% of the state budget revenue, and over 30% of import and export turnover.

Regarding the goal of striving for 2 million enterprises by 2030, Deputy Prime Minister Nguyen Chi Dung noted the need to ensure both the quantity and quality of enterprises. In addition, there must be solutions to develop leading enterprises in various fields, including innovation, digital transformation, and green transition.
Concerning several policy groups proposed in the Proposal, the Deputy Prime Minister suggested classifying policies for specific enterprise groups, such as large, medium, small enterprises, and households and startups. The solution groups should also focus on specific issues such as land, monetary and banking, finance, technology, and linkages.
The Deputy Prime Minister emphasized that the solutions must be bold, strong, and breakthrough, especially in terms of feasibility. He cited the example of assigning tasks and ordering from enterprises in implementing major national projects and initiatives, requesting that the Politburo’s Resolution create a sense of security, trust, and inspiration for the healthy and efficient operation of the private sector.
According to the Deputy Prime Minister, unblocking and unclogging the bottlenecks for the private sector to flourish is like removing the bricks and stones that have long hindered the flow of water, allowing it to rush forth.
The Government leader emphasized the urgency of “running while queuing” to build and perfect the Proposal for submission to the competent authority.
