The Hanoi People’s Committee Office has issued a notification regarding the implementation of the planning and investment project for the renovation of the eastern area of Hoan Kiem Lake, as concluded by Chairman of the Municipal People’s Committee Tran Sy Thanh.
Accordingly, the city has agreed to relocate the offices of agencies and units within the area and has approved the mechanism and policies for site clearance and resettlement.
Specifically, regarding the headquarters of the Department of Culture and Sports, the city has assigned the Department of Construction to coordinate with the Department of Finance to research and propose a co-location for the Department of Culture and Sports and the Department of Tourism at 38 Hai Ba Trung Street. They will also suggest adjusting the investment policy to increase the scale to accommodate both agencies.
During the construction and renovation process of the 38 Hai Ba Trung headquarters, temporary residence will be arranged at the Vo Chi Cong inter-agency area or an area near the People’s Committee Office.

Hanoi will complete site clearance of the “Shark Jaw” building before April 30 and the eastern area of Ho Guom before September 2.
As for the Institute of Literature – Vietnam Academy of Social Sciences, the Hanoi Blind Association, and the Hanoi Population Bureau: The city has assigned the Department of Construction and the Department of Finance to inspect the city’s housing fund to allocate to these units.
For the Citizens’ Reception Headquarters, the city has assigned the Department of Construction and the Department of Finance to consider the location at 102 Hai Ba Trung Street to arrange a workplace for the Citizens’ Reception Board.
Regarding the headquarters of Hoan Kiem Power Company, Hanoi agreed with the proposal of the People’s Committee of Hoan Kiem District to locate it at 13 Duong Thanh Street.
As for the headquarters of the State Treasury Office, the State Treasury has decided to hand it over to the city as they no longer need it. The Department of Finance will soon advise the People’s Committee on the transfer of this property. Hanoi assigned the People’s Committee of Hoan Kiem District to carry out site clearance in accordance with regulations.
For the headquarters of the National Power Transmission Corporation, the Northern Power Corporation, Hanoi Power Corporation, Electricity Hotel, and the Company for Operating the Electricity System and the National Electricity Market: The city has assigned the Department of Planning and Architecture to propose new headquarters locations for these units in the Headquarters Area of the Corporations – New Cau Giay Urban Area.
Chairman of the Hanoi People’s Committee assigned the Department of Construction, the Department of Finance, and the Municipal People’s Committee Office to work immediately with the Hanoi Youth Union on the management and use of the Children’s Palace (at 36-38 Ly Thai To) to propose temporary arrangements for the units during the relocation process and a long-term plan for utilizing the Children’s Palace within the overall eastern area…
Regarding resettlement for households affected by the improvement project east of Hoan Kiem Lake, the city assigned the People’s Committee of Dong Anh District to allocate about 100 hectares of land to serve the resettlement of this project and other key projects of the city.
The Department of Agriculture and Environment will coordinate with the Department of Construction and the People’s Committee of Hoan Kiem District to advise and report to the People’s Committee on applying the highest compensation mechanism and policies according to regulations for the affected residents. Those eligible for land compensation will be resettled with land in Dong Anh District.
For households waiting to receive resettlement land, the city will arrange temporary housing. Cases that do not meet the conditions for land resettlement will be considered for purchasing resettlement houses to ensure stable lives during the site clearance process.
