The conference was co-chaired by Governor of the State Bank of Vietnam (SBV) Nguyen Thi Hong, Secretary of the Can Tho City Party Committee Do Thanh Binh, and Chairman of the Can Tho City People’s Committee Truong Canh Tuyen.

The conference was attended by leaders of provincial Party Committees, People’s Councils, People’s Committees, and National Assembly Delegations from the provinces in Area 14, as well as representatives from local departments, associations, businesses, and cooperative organizations. Also present were directors of SBV branches and representatives from departments and credit institutions under the SBV.

According to Tran Thu Huyen, Head of the SBV’s Personnel Organization Department, in implementing Resolution No. 18-NQ/TW dated October 25, 2017, of the 6th Plenum of the 12th Party Central Committee on continuing to renew and rearrange the organization of the political system, the SBV has promoted a spirit of urgency, taking drastic and effective actions with the highest political determination across its system. In a very short time, the entire SBV system has united, consented, and determined to basically complete the rearrangement of its organizational structure, ensuring the proposed roadmap.

To ensure the full performance of the functions of state management over currency, banking, and foreign exchange, and to perform the central bank functions of the SBV for the economy in the provinces and cities, the SBV has completed the reorganization of 63 provincial-level branches into 15 regional branches, ensuring state management, payment systems, currency security, and treasury functions for the banking system.

Area 14 comprises five provinces: Can Tho, Hau Giang, Bac Lieu, Soc Trang, and Vinh Long. The headquarters of Area 14 is located in Can Tho.

On February 24, 2025, the Governor of the SBV signed decisions on the appointment of the Director and Deputy Directors of Area 14.

Specifically: Mr. Tran Quoc Ha, Director of the SBV’s Can Tho City Branch, was appointed as Deputy Director of Area 14 and assigned to the position of Director; Mr. Ly Nhat Truong, Director of the SBV’s Vinh Long Province Branch, was appointed as Deputy Director of Area 14; Mr. Tran Van Duong, Deputy Director of the SBV’s Soc Trang Province Branch, was appointed as Deputy Director of Area 14; Mr. Le Thanh Tien, Deputy Director of the SBV’s Hau Giang Province Branch, was appointed as Deputy Director of Area 14; and Mr. Ho Canh Liem, Head of the Payment Systems and Synthesis Division under the Payment Department, was appointed as Deputy Director of Area 14.
