This was emphasized in the announcement of Vice Chairman of the City People’s Committee Duong Duc Tuan’s conclusion at the meeting on reporting the implementation of five concentrated social housing projects in the city.

The implementation of procedures under the “green channel” streamlines processes as directed by the City People’s Committee Chairman.

The Hanoi People’s Committee also set specific completion timelines for each department and unit.

Specifically, the Department of Construction and the Department of Finance are to work closely together to complete the investor selection process by May 15th.

Based on this, the Department of Construction is responsible for guiding and supervising the investor to complete project establishment and design, striving for construction commencement in September.

The City People’s Committee also assigned the Department of Planning and Architecture to define the boundaries and scope of the land for the two projects. The Department of Agriculture and Rural Development will then hand over the landmarks to the People’s Committee of Dong Anh district. The Department of Finance will guide the People’s Committee of Dong Anh district in allocating the budget for compensation, support, and resettlement. These tasks are to be completed by March.

The People’s Committee of Dong Anh district must urgently reclaim land and clear the ground for the construction of the two projects by August.

In addition to these two concentrated social housing projects, the Hanoi People’s Committee also set specific requirements for three other projects in Dai Mac and Tien Phong wards, Dong Anh district; Co Bi ward, Gia Lam district; and plot C1-5 in the S5 urban sub-planning area, covering the communes of Ngoc Hoi, Dai Ang, and Lien Ninh (Thanh Tri district) and Khanh Ha (Thuong Tin district).

Accordingly, the Hanoi People’s Committee assigned the Department of Construction to carefully study the content of the National Assembly’s draft resolution on piloting some mechanisms and policies for social housing development.

The People’s Committees of Dong Anh and Gia Lam districts are to use the district budget to establish detailed planning at a scale of 1/500 for the concentrated social housing areas, completing it before July 1st.

After the detailed planning at a scale of 1/500 is approved, the Department of Construction will advise the City People’s Committee on the next procedures to implement the investment projects for the concentrated social housing areas.

Additionally, the Department of Planning and Architecture is tasked with reviewing and updating accurate planning indicators for the 12 land sites designated for social housing development.

Simultaneously, they will propose research-based indicators and continue to advise and suggest supplementary land plots as directed by the City People’s Committee. This is to meet the goal of completing 100,000 social housing units by 2030, with a report to be submitted to the City People’s Committee before April 15th.
