On March 20, Da Nang organized a conference to propagate and implement the conclusions, resolutions, decrees, and plans of the Central Government and the city on special mechanisms and policies to resolve land-related issues mentioned in inspection and audit conclusions and court judgments.

Speaking at the conference, Chairman of the Da Nang People’s Committee Le Trung Chinh said that the city is in the process of implementing Conclusion 77/2024 of the Politburo on “Proposal to overcome difficulties and obstacles related to projects and land in inspection and audit conclusions and court judgments in some provinces and cities.”

Da Nang is also implementing Resolution 170 of the National Assembly on special mechanisms and policies to resolve difficulties and obstacles related to projects and land in inspection and audit conclusions and court judgments in Ho Chi Minh City, Da Nang, and Khanh Hoa. So far, this implementation has yielded some positive results.

According to Mr. Chinh, regarding the four contents under the authority of the Politburo, Da Nang is reviewing and collecting original dossiers (about 90% of the dossiers have been collected), and the review process is expected to be completed by April 2025.

The Da Nang Department of Construction is collecting opinions from units to synthesize and submit to the People’s Committee for the cancellation of boundary maps for five projects that have not been allocated land on the Son Tra Peninsula.

Regarding the five contents under Da Nang’s authority, the People’s Committee has directed the implementation of some initial tasks.

Specifically, regarding the collection of 5% and 10% land use fee exemptions and reductions, the People’s Committee has issued 113 decisions to revoke the 5% and 10% exemption and reduction for 254 cases and is considering 96 draft decisions to revoke the exemption and reduction for the remaining cases.

Regarding the inspection and permission for secondary investors to carry out procedures if there is no new commitment or agreement with the primary investor, the Department of Agriculture and Rural Development is reviewing 39 petitions from secondary investors who disagree with paying financial obligations arising from inspection conclusions.

For cases of late land use, Da Nang has granted extensions for 113 land lots. In 2024 alone, the city extended the deadline for 12 land lots. The People’s Committees of districts and counties are inspecting 172 similar land lots.

Regarding the handling of the Eco Beach Tourism and High-end Villa Project in Ghềnh Bàn – Bãi Đa and the Suối Đá – Lô L09 Villa Project, the Department of Agriculture and Rural Development is reviewing land planning, military and defense works planning, forest planning adjustments, and will report and propose solutions by March 2025.

As for the procedures and processes for revoking the 181-hectare Duong Ly Project (Da Phuoc), in February 2025, the People’s Committee reported to the Government and requested guidance on handling the project.
