Ho Chi Minh City’s Department of Transport has proposed a new metro line, Metro Line 12, connecting the city center to Can Gio district. In a recent document sent to various departments, the department outlined a plan for the new line, which will be approximately 48.7 km long, starting from Nguyen Van Linh street in District 7 and ending in the 39-hectare area near the Can Gio sea reclamation urban area.
This proposed line has been included in the adjusted master plan for Ho Chi Minh City’s development until 2040, with a vision towards 2060, awaiting the Prime Minister’s approval. The Prime Minister has already directed the research and development of this project through notifications from the Government Office.

While the National Assembly’s Resolution 188 on pilot mechanisms and policies for the development of urban railway systems in Hanoi and Ho Chi Minh City does not include this line in the list of projects eligible for special mechanisms, the city’s People’s Committee has proposed to the Prime Minister to add it. If approved, the project’s investment process will be expedited.
Vingroup has proposed the urban railway line connecting Ho Chi Minh City’s center to Can Gio, passing through District 7, Nha Be, and Can Gio. The project is designed as a double-track line with a standard gauge of 1,435 mm, elevated with a length of 48.5 km, and a design speed of 250 km/h. The trains are expected to carry 30,000-40,000 passengers per hour per direction.
According to preliminary studies, the total investment for this project is estimated at VND 102,370 billion (USD 4.09 billion). Vingroup has proposed to invest in this project through a public-private partnership (PPP) model, specifically a Build-Own-Operate (BOO) contract. They will use their own capital and legally mobilized sources to invest, own, and operate the project after completion.
The project preparation is expected to start this year, including steps such as organizing and completing the pre-feasibility study report, submitting it to the competent authorities for approval, and including it in the urban railway development plan. This will be followed by the preparation and approval of the feasibility study report and the investment decision. Simultaneously, the design and estimate approval and land compensation will also be carried out.
The construction phase is expected to take place between 2026 and 2028, with construction lasting from 2026 to 2027 and trial operations and project handover in 2028.
Preparations for the Thu Thiem – Long Thanh railway line
The Ho Chi Minh City Department of Transport has also proposed a plan for the investment in the Thu Thiem – Long Thanh railway line to the city’s Department of Finance, Justice, Construction, and the Management Board of Urban Railways. Currently, the Ministry of Construction is in charge of preparing for the investment in this line and is working on a pre-feasibility study report, which is expected to be submitted to the National Assembly for approval in October 2025.
Ho Chi Minh City People’s Committee has stated that the Thu Thiem – Long Thanh railway line is a national railway and falls under the responsibility of the Ministry of Construction. The decision to assign the local authority as the implementing agency is within the jurisdiction of the National Assembly.
The Ministry of Construction is in the process of finalizing the pre-feasibility study report and aims to submit it to the National Assembly for investment approval in October 2025 or earlier.
Ho Chi Minh City has suggested that the Ministry of Construction continue to take the lead in the project while proposing to consider assigning the city as the investment management agency, ensuring compliance with current regulations.
