According to a press conference held on April 17, 2025, the province plans to significantly reduce the number of communal-level administrative units, wards, and communes from 547 to 166, equivalent to cutting almost 69-70% of these units. Mr. Nguyen Giang Nam, Deputy Director of the Provincial Home Affairs Department, shared that this move is part of the province’s efforts to build a more streamlined and effective administrative system.
The merger is expected to not only reduce the number of administrative units but also ensure more balanced development across areas. However, Mr. Nam emphasized that this is still an initial plan. The Provincial Party Committee will meet on April 18 to discuss and finalize the official plan for arranging communal-level administrative units.
Previously, on April 16, 2025, the Provincial People’s Committee Chairman issued Plan No. 69/KH-UBND on collecting feedback from the people and consulting with the People’s Councils at the communal and district levels regarding this policy. After completing the steps in the plan, the province will make significant adjustments to the structure of communal-level administrative units, aiming for a more streamlined and effective system to better serve the people.
One of the plan’s objectives is to ensure transparency, democracy, and openness in consulting the community and implementing appropriate policies for rearranging administrative units, aligning with practical needs.

This plan is implemented following important resolutions and conclusions of the Central Party Committee, the Politburo, the Party Secretariat, the National Assembly, and the Government, aiming to continue reorganizing administrative units at all levels. To realize this policy, the Provincial People’s Committee has proposed specific implementation steps, starting with information dissemination and propaganda to create consensus among the people, officials, party members, and members of mass organizations.
The initial phase of the plan focuses on providing information about the policy and its significance in rearranging communal-level administrative units. Agencies and units will use various propaganda forms to ensure that all voters understand the policy and actively participate in the feedback process. Subsequently, the province will organize direct consultations with the people in the localities affected by the merger.
The feedback process will follow a strict roadmap to ensure openness and objectivity. After completing the feedback collection, the People’s Committees at the communal level will submit the proposal to the People’s Councils at the same level for approval before submitting it to the People’s Councils at the district level.
The collection and synthesis of people’s opinions will be completed before the Provincial People’s Committee sends the report to the competent authorities to finalize the dossier. This step is crucial to ensuring the consensus of the people regarding the province’s policy on rearranging administrative units.

Prime Minister Pham Minh Chinh has announced that the proposed merger of the Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment will be discussed at the Central Committee meeting in January 2025. If approved, the merger will then be put forward to the National Assembly for ratification in February 2025, with the official merger taking place thereafter.
