The meeting was attended by Deputy Prime Ministers, ministers, heads of ministerial agencies, and leaders of ministries, sectors, and Government agencies.
The delegates focused their discussions on the Draft Law on Amendment and Supplementation of a Number of Articles of 7 Laws (Law on Bidding, Law on Investment in the Form of Public-Private Partnership, Customs Law, Law on Export and Import Taxes, Investment Law, Law on Public Investment, and Law on Management and Use of Public Assets); and the absorption, editing, and completion of the Draft Law on Management and Investment of State Capital in Enterprises.
The meeting also provided opinions on the construction of an international financial center in Vietnam and some contents related to the Vietnam National Oil and Gas Group (Petrovietnam).

Previously, to prepare the contents for submission to the competent authority, the Government and the Standing Government have also discussed and provided opinions on the Draft Law on Amendment and Supplementation of a Number of Articles of 7 Laws, the Draft Law on Management and Investment of State Capital in Enterprises, and the construction of an international financial center in Vietnam.
Along with providing opinions on specific contents for the hosting agencies to absorb and continue completing the drafts and reports, Prime Minister Pham Minh Chinh emphasized the requirement to renew thinking, approach, and methodology to solve problems in building and perfecting the institution, with quick, timely, appropriate, flexible, and effective policy responses, helping to solve difficulties and obstacles and meet development requirements.
At the same time, strictly abide by the principles of the Party’s leadership, thoroughly and promptly institutionalize and concretize the Party’s guidelines; review and reduce cumbersome procedures along with compliance time and costs for people and businesses.
Regarding the Draft Law on Amendment and Supplementation of a Number of Articles of 7 Laws, the Prime Minister clarified that it is necessary to promote decentralization and delegation of power, along with resource allocation, improved implementation capacity, and the design of tools to strengthen inspection, supervision, and control of power; ensure flexibility in management and promote the creativity and initiative of levels, branches, localities, and agencies, following the motto “localities decide, do, and take responsibility.”
The spirit is to manage according to targets and common requirements, with projects being on schedule, ensuring quality, and not increasing capital due to subjective factors, while also preventing corruption, negativity, and wastefulness.
Regarding the Draft Law on Management and Investment of State Capital in Enterprises, the Prime Minister emphasized the requirement to strengthen the autonomy of enterprises.
On the construction of an international financial center in Vietnam, the Prime Minister suggested that it is necessary to design superior mechanisms and policies that are more open and competitive than existing centers, along with tools to control when necessary, ensuring “harmonious interests and shared risks.”
