Dozens of officials charged in An Giang

The An Giang Provincial Party Committee pointed out that the Long Xuyen City Party Committee in two tenures, 2015-2020 and 2020-2025, violated working regulations, loosened leadership, direction, inspection, and supervision. As a consequence, the Long Xuyen People’s Committee and its subordinate units violated the law on compensation, support, and resettlement; failed to seek approval from the City Party Committee before deciding on major projects and budget spending contrary to regulations.

Especially in the projects of upgrading and expanding Ap Chien Luoc Road, the An Giang West University Area, and upgrading Le Trong Tan Street… there were violations of authority and procedures. Due to these violations, many officials and party members have been disciplined, and the investigative agency has prosecuted 17 defendants.

Regarding individuals, Mr. Pham Thanh Thai, former Secretary of the City Party Committee and former Chairman of the Long Xuyen People’s Committee (2015-2020), was held accountable as the head for the violations and shortcomings; violating the regulations on what party members must not do and the responsibility to set an example.

Ms. Dang Thi Hoa Ray, a member of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of An Giang province, former Secretary of the City Party Committee, and former Chairwoman of the Long Xuyen People’s Committee (2015-2023), was held accountable as the head for the violations in both tenures; violating party member regulations and the responsibility to set an example.

The Provincial Party Committee concluded that the violations of Mr. Pham Thanh Thai and Ms. Dang Thi Hoa Ray were serious, causing negative public opinion and damaging the prestige of individuals and organizations. They are subject to disciplinary action.

Additionally, Mr. Le Ky Quang, currently the Chief of Office of the An Giang People’s Committee, former Chief of Office of the City Party Committee, People’s Council, and People’s Committee of Long Xuyen, former Chairman of the City Inspection Commission – City Inspectorate, along with 11 officials of the Long Xuyen City Party Committee in the two tenures mentioned above, were also requested to review and discipline.

Violations lasted for 25 years

The Chau Phu District Party Committee was found to have committed serious violations throughout five tenures from 2000 to 2025. The violations range from the Vinh Tre Residential Area project – guaranteeing loans for businesses, selling land lots in violation of regulations; exchanging agricultural land and encroaching on public land; not auctioning land use rights, to violations in public investment; transferring public land, causing state budget losses.

Notably, the authorities have investigated signs of legal violations related to compensation, site clearance, and land recovery from 2003 to the present in Chau Phu district; settling accounts with a difference of over VND 1.1 billion, transferring 54 land lots, and auctioning 270 land lots in the Vinh Tre Residential Area contrary to regulations.

Individuals held responsible include Mr. Vuong Binh Thanh, former Chairman of An Giang People’s Committee and former Secretary of Chau Phu District Party Committee from 2002 to 2005; Mr. Tran Thanh Nha, Deputy Secretary of the Party Committee of the Bloc of Party Agencies of the province, former Secretary of the District Party Committee, and former Chairman of Chau Phu District People’s Committee; along with 14 party members who were secretaries, members, or members of the District Party Committee during the aforementioned periods.

The An Giang Provincial Party Committee assigned inspection teams to continue the process of considering and disciplining violating party organizations and members. Especially, the Party Committee of the Public Security Force was assigned to direct the investigation of legal violations in the Vinh Tre project, including: Compensation, site clearance, and land recovery since 2003; settling accounts with a difference of VND 1.1 billion; transferring land in violation of regulations; and auctioning 270 land lots in the Vinh Tre Residential Area contrary to regulations…
