General Secretary To Lam and President Kassym-Jomart Tokayev before the official talks

During the official talks, President Kassym-Jomart Tokayev warmly welcomed General Secretary To Lam, his spouse, and the high-ranking delegation of Vietnam to Kazakhstan. He emphasized that this was the first visit by a General Secretary of the Communist Party of Vietnam to Kazakhstan since the establishment of diplomatic relations between the two countries in 1992. President Tokayev affirmed that Kazakhstan cherishes the traditional friendship between the two countries and considers Vietnam an important partner in the Asia-Pacific region.

General Secretary To Lam expressed his delight at visiting the beautiful and hospitable land of Kazakhstan and extended his gratitude to the people of Kazakhstan and President Tokayev for the cordial and thoughtful reception. He emphasized that Vietnam always values and prioritizes its relations with traditional friends, including Kazakhstan, and expressed appreciation for Kazakhstan’s support during Vietnam’s national liberation struggle and its current nation-building and development endeavors.

General Secretary To Lam commended Kazakhstan’s achievements in maintaining political stability and developing its economy and society, particularly the country’s commitment to building a “fair, law-abiding, and disciplined Kazakhstan with optimistic economic and social development.” He expressed confidence that Kazakhstan would continue to successfully implement its development goals and become a country of great influence in the Asia-Pacific region. The General Secretary shared Vietnam’s progress over the past 40 years of renewal and its current efforts to embark on a new era of national advancement.

The two leaders expressed their pleasure at the continuous development of the traditional friendship between Vietnam and Kazakhstan, which has become increasingly substantive and effective. They agreed that General Secretary To Lam’s visit marks a historic milestone in the friendly and cooperative relations between the two countries, as they decided to elevate Vietnam-Kazakhstan relations to a strategic partnership. They affirmed that this new framework would strengthen the five existing connections between the two countries: people-to-people, economic, policy, transportation, and inter-regional links. President Tokayev expressed his pride in Kazakhstan being the first strategic partner of Vietnam in Central Asia, signifying a historic event in bilateral relations and providing an even stronger foundation for future development in all areas.

In the spirit of trust and openness that characterizes the traditional friendship between the two countries, General Secretary To Lam and President Tokayev had in-depth exchanges on directions to promote bilateral relations and agreed on specific measures to deepen practical and effective cooperation. They also discussed regional and international issues of mutual interest.

The two leaders agreed to further enhance political trust between the two countries by promoting exchanges of delegations at all levels, especially high-level visits, and encouraging people-to-people exchanges to strengthen the social and political foundation. They also agreed to expand cooperation in all fields, including defense and security, with a focus on defense industry and military-technical cooperation.

They commended the positive progress in economic, trade, and investment cooperation and affirmed the significant potential for further development. With the newly established strategic partnership, they believed that a new momentum would be injected into the economic relations between the two countries, doubling the trade turnover in the coming years. They agreed to improve the efficiency of the Vietnam-Kazakhstan Intergovernmental Committee on Economic, Trade, and Scientific-Technical Cooperation and effectively implement the Joint Action Plan to promote economic and trade cooperation in the 2023-2025 period, with a vision towards 2030. They set a goal to strive for a bilateral trade turnover of $5 billion by 2030. President Tokayev affirmed that Kazakhstan would create the most favorable conditions for Vietnamese businesses and that the two countries should establish mechanisms and policies to facilitate direct flights and visa simplification to enhance business cooperation. Kazakhstan will increase imports of Vietnam’s strong products such as garments and footwear.

General Secretary To Lam and President Tokayev recognized the potential in the fields of energy, mining, transportation, logistics, finance, tourism, education, human resource development, and science and technology, considering them as bright spots in future bilateral relations and a focus of economic development for both countries. General Secretary To Lam proposed that Kazakhstan promote the establishment of Vietnam’s trade representative office and the Vietnam-Kazakhstan Business Council to boost trade and investment promotion and business connections between the two countries. He emphasized the vast potential for strengthening relations and leveraging each other’s strengths, increasing people-to-people exchanges, and developing tourism with Vietnam’s beautiful beaches and Kazakhstan’s vast steppes. General Secretary To Lam expressed gratitude to President Tokayev and the Kazakh government for their attention and facilitation of the stable life, work, and study of the Vietnamese community in Kazakhstan.

The two leaders appreciated the regular coordination and mutual support between the two countries in multilateral forums, especially at the United Nations and CICA. They affirmed Vietnam’s readiness to act as a bridge for Kazakhstan to enhance cooperation with Southeast Asian countries and Kazakhstan’s role as a bridge for Vietnam to strengthen cooperation with Central Asian countries. Regarding regional and international issues of common concern, they emphasized the importance of resolving disagreements and differences through peaceful means, based on international law and the Charter of the United Nations, and supporting ASEAN’s position on the South China Sea issue in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea.

On this occasion, General Secretary To Lam respectfully invited President Kassym-Jomart Tokayev to visit Vietnam at a convenient time. President Tokayev sincerely thanked and gladly accepted the invitation.

After the official talks, President Kassym-Jomart Tokayev solemnly presented the Dostyk First Class Friendship Order to General Secretary To Lam. The two leaders also witnessed the signing of cooperation documents in the fields of justice, science and technology, energy, aviation, culture, sports, press, and media. They adopted a Joint Statement on the establishment of a Vietnam-Kazakhstan strategic partnership.
