On December 17th, the People’s Committee of Hai Duong Province sent a document to the Department of Planning and Investment, the People’s Committee of Cam Giang District, United Expert Investments Limited (China), and Au Viet Environment and Resources JSC. After considering the proposal of the Department of Planning and Investment regarding the termination of the operation of the Hai Duong Province Domestic Waste Treatment and Power Generation Plant project, the People’s Committee agreed to terminate the project.
At the same time, the People’s Committee assigned the Department of Planning and Investment to coordinate with the People’s Committee of Cam Giang District and related departments and sectors to guide the investor in completing the necessary procedures and terminating the project in accordance with legal regulations.
The Hai Duong Province Domestic Waste Treatment and Power Generation Plant project is invested by United Expert Investments Co., Ltd. (China) and Au Viet Environment and Resources JSC, with a total investment of 45 million USD (equivalent to 1,023 billion VND at that time). The project was once expected to be invested with advanced European technology, using compartment incinerators; boilers, and gas turbines with original copyright technology from Waterleau Company of Belgium. However, some local people did not agree with the site clearance.
In 2019, at a dialogue with the people of Cam Giang district, the leaders of the Provincial People’s Committee agreed to temporarily halt the implementation to survey and find a reasonable and suitable location for the project. In 2019 and 2021, the investor proposed and was agreed by the Hai Duong Provincial People’s Committee in principle to allow the survey and study of the project implementation at the Solid Waste Treatment Complex in Viet Hong ward (now Cam Viet ward), Thanh Ha district.
Au Viet Environment and Resources JSC was established in April 2017, headquartered in Hanoi. The initial charter capital was 8 billion VND, with founding shareholders including Mr. Nguyen Xuan Nguyen (Chairman of the Board of Directors and legal representative) holding 50%, Mrs. Hoang Thi Anh 25%, and Mrs. Vu Ngoc Linh (General Director and legal representative) 25%. In addition to Hai Duong, in Phu Tho province in 2017, the consortium of United Expert Investments NTS Limited (headquartered in the Virgin Islands) and Au Viet Environment and Resources JSC also established Phu Tho Tianyu Environmental Energy Company Limited (with a capital of nearly VND 308 billion, respectively. 95% and 5%) to invest in a waste-to-energy plant in Tram Than commune, Phu Ninh district with a total investment of 90 million USD (over 2,200 billion VND), an area of nearly 14ha. The project was started in 2017 and expected to be completed in 2019, treating 100% of the province’s domestic waste and producing 65-67 million kWh of electricity in the first phase. Phase 2 is expected to produce 130 million kWh of electricity. However, after nearly 8 years of implementation and many adjustments to the progress, this trillion-dollar project is still not operational.

In Thanh Hoa province, United Expert Investments NTS Limited joint venture with AE Toan Tich Thien JSC established Thanh Hoa TIANYU Environmental Energy Company Limited (with a capital of nearly VND 308 billion, respectively. 80% and 20%) to invest in a domestic waste treatment and power generation plant in Dong Son ward, Bim Son town with a total investment of 90 million USD (about 2,2000 billion VND), an area of 10ha. The solid waste treatment capacity is 1,000 tons/day night.
The project was granted an investment certificate in 2004 and was expected to be completed and put into use in 2019. However, in 2021, the project had not yet started construction and then in 2022, the Provincial People’s Committee revoked the land due to the investor voluntarily returning the land.
