The People’s Committee of Ho Chi Minh City has issued Decision 67, which stipulates specific prices for solid waste collection, transportation, and treatment services within the city. This decision comes into effect on June 1, 2025, replacing Decisions 38/2018 and 20/2021.

Decision 67 outlines the forms and specific prices (financial expenses) that agencies, organizations, production facilities, businesses, service providers, investors in construction and business infrastructure of concentrated production, business, and service areas, industrial clusters, households, and individuals must pay for solid waste collection, transportation, and treatment. These prices are based on the volume or weight of the waste.
Specifically, the monthly garbage fees, including collection and transportation charges, will vary depending on the area as follows:
For Thu Duc City and the districts:
Households/waste generators with a monthly waste volume of ≤ 126 kg will be charged 61,000 VND for collection and 23,000 VND for transportation.
Waste generators with a monthly waste volume of > 126 kg to 250 kg will pay 91,000 VND for collection and 34,000 VND for transportation.
Waste generators with a monthly waste volume of > 250 kg to 420 kg will be charged 163,000 VND for collection and 60,000 VND for transportation.
Waste generators with a monthly waste volume of > 420 kg will pay 485.97 VND/kg for collection and 180.07 VND/kg for transportation.
For Binh Chanh and Cu Chi districts:
Households/waste generators with a monthly waste volume of ≤ 126 kg will pay 57,000 VND for collection and 19,000 VND for transportation.
Waste generators with a monthly waste volume of > 126 kg to 250 kg will be charged 85,000 VND for collection and 28,000 VND for transportation.
Waste generators with a monthly waste volume of > 250 kg to 420 kg will pay 152,000 VND for collection and 49,000 VND for transportation.
Waste generators with a monthly waste volume of > 420 kg will be charged 452.91 VND/kg for collection and 147.07 VND/kg for transportation.
For Hoc Mon, Nha Be, and Can Gio districts:
Households/waste generators with a monthly waste volume of ≤ 126 kg will be charged 57,000 VND for collection and 23,000 VND for transportation.
Waste generators with a monthly waste volume of > 126 kg to 250 kg will pay 85,000 VND for collection and 34,000 VND for transportation.
Waste generators with a monthly waste volume of > 250 kg to 420 kg will be charged 152,000 VND for collection and 60,000 VND for transportation.
Waste generators with a monthly waste volume of > 420 kg will pay 452.91 VND/kg for collection and 180.07 VND/kg for transportation.
During this phase, waste treatment service fees will not be collected from Group 1, which includes households, individuals, and small waste generators.
Large waste generators will incur additional charges for waste treatment. In Thu Duc City and the districts, the charge is 420.45 VND/kg. In Hoc Mon, Nha Be, and Can Gio districts, it is also 420.45 VND/kg. For Cu Chi and Binh Chanh districts, the charge is 420.45 VND/kg as well.
These prices exclude output value-added tax. During the implementation process, the output value-added tax will be applied according to current regulations.
