On March 8, in Tuyen Quang, the Deputy Prime Minister worked with the leaders of four provinces: Tuyen Quang, Ha Giang, Cao Bang, and Lang Son, and directly inspected the construction site of the Tuyen Quang – Ha Giang expressway at the National Highway 37 intersection.
The four expressway projects, with a total length of 257.5 km, including Tuyen Quang – Ha Giang, Dong Dang – Tra Linh, and Huu Nghi – Chi Lang, are facing several challenges. The Tuyen Quang – Ha Giang expressway, with a 77 km length and an investment of VND 6,800 billion, is facing obstacles due to 5.7 km of unresolved land clearance issues and a shortage of construction materials, resulting in a 7% delay. The section passing through Ha Giang (27.5 km long, with an investment of VND 3,198 billion) has completed land clearance but still lacks rocks and is 15.7% behind schedule.
The Dong Dang – Tra Linh expressway (93.35 km long, with an investment of VND 14,114 billion) is undergoing route adjustments, and more than 300 households are yet to be relocated, with only 19% of the construction completed. The Huu Nghi – Chi Lang expressway (43 km long, with an investment of VND 11,029 billion) commenced in April 2024 but has not finished land clearance and the relocation of technical infrastructure.
The Deputy Prime Minister directed Tuyen Quang to focus on land clearance, Ha Giang to expedite mining license approvals by March 2025, and Cao Bang and Lang Son to accelerate forest land conversion and handover of cleared land. Contractors were instructed to increase shifts to ensure the route is open by December 31, 2025. Lang Son is also tasked with completing the relocation of high-voltage power lines by March 2025.
The Ministry of Construction has been assigned to monitor and report timely to address any difficulties. The provinces must ensure effective capital management, prevent corruption, and maintain the quality of the projects. Concluding the working trip, the Deputy Prime Minister expressed his confidence that with the determination of all parties involved, the four key expressway projects will be completed on schedule, contributing to the realization of the goal of 3,000 km of expressways by the end of 2025.
