The Mai Son – QL45 highway, a state-invested project, will officially begin toll collection.

According to the Ministry of Construction, the five highways invested by the state include Mai Son – QL45, QL45 – Nghi Son, Nghi Son – Dien Chau, Vinh Hao – Phan Thiet, and Phan Thiet – Dau Giay. These highways will be operated for a period of seven years from the date of toll collection commencement.

The Vietnam Road Administration, as the direct asset management agency, will organize the exploitation of transportation infrastructure assets and determine the exploitation method.

The Vietnam Road Administration is assigned to organize toll collection for the above-mentioned expressways after meeting the conditions specified in Decree No. 130/2024 of the Government. The organization will manage the collection of expressway tolls in accordance with current laws.

Previously, the Vietnam Road Administration submitted to the Ministry of Construction for approval the project on exploitation of transportation infrastructure assets of expressways: Mai Son – QL45, QL45 – Nghi Son, Nghi Son – Dien Chau, Vinh Hao – Phan Thiet, and Phan Thiet – Dau Giay.

According to the Vietnam Road Administration, there are currently 12 expressways owned and directly managed and operated by the State under the management of the Ministry of Transport (now the Ministry of Construction).

In terms of toll rates, the four expressways of Mai Son – QL45, QL45 – Nghi Son, Nghi Son – Dien Chau, and Vinh Hao – Phan Thiet, which were approved for investment before the Law on Roads took effect, will have a toll rate of 900 VND/km when put into operation, even if they do not fully meet the requirements of the Law on Roads (four-lane expressway with discontinuous emergency lanes).

The Phan Thiet – Dau Giay Expressway, which meets all regulations on the conditions for toll collection (four-lane expressway with continuous emergency lanes), will have a toll rate of 1,300 VND/km.

It is expected that when the toll collection is implemented on these five expressways, after deducting the cost of organizing the collection, about 1,700 billion VND will be contributed to the state budget annually.

For the seven expressways that are not yet eligible for toll collection, including Hanoi – Thai Nguyen, Lao Cai – Kim Thanh, Cao Bo – Mai Son, Cam Lo – La Son, La Son – Tuy Loan, and Ho Chi Minh City – Trung Luong, the Vietnam Road Administration will continue to study and develop exploitation projects for the next phase.

Regarding the toll collection period, the Vietnam Road Administration cited Circular No. 23/2023 of the Ministry of Finance, which stipulates the depreciation period for machinery, equipment, and office equipment serving common activities is between 5 and 8 years.

Based on this regulation, the Vietnam Road Administration proposed a 7-year asset exploitation period. During the policy evaluation or after the end of one equipment exploitation cycle, they will research and propose other exploitation methods if appropriate.

In terms of exploitation methods, the Vietnam Road Administration proposed that the asset management agency, which is the Vietnam Road Administration, directly organize the exploitation of transportation infrastructure assets.
