Prime Minister Pham Minh Chinh welcomed the USCC delegation’s visit to Vietnam in the year marking the 30th anniversary of diplomatic relations, which also coincides with Vietnam’s 50th anniversary of the liberation of the South and national reunification. The Prime Minister affirmed Vietnam’s consistent foreign policy of independence, self-reliance, openness, and diversification of relations, along with a defense policy of not joining military alliances and not allowing foreign military bases in the country. He emphasized the country’s commitment to building an independent and self-reliant economy while actively and deeply integrating into the global economy in a practical and effective manner.

Within this framework, Vietnam attaches great importance to its Comprehensive Strategic Partnership with the US and sincerely wishes for the continued positive development of bilateral relations, with increasing substance and depth. The Prime Minister expressed his pleasure at the progress made in the relationship between the two countries over the past years and welcomed the US’s ongoing efforts in addressing war consequences. He requested that the US soon recognize Vietnam’s market economy status, remove Vietnam from the lists of action related to Section 301 and the Trade Act of 1974’s amendment, and enhance technology transfer in economic, trade, and investment cooperation. These steps would contribute to promoting balanced and sustainable trade relations between the two countries.

On regional issues, the Prime Minister affirmed Vietnam’s consistent stance of resolving disputes in the South China Sea by peaceful means, in accordance with international law, including the 1982 UNCLOS. He provided information on Vietnam’s serious implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) and its active contribution to the negotiation of an effective and substantive Code of Conduct (COC) in line with international law. The Prime Minister requested that the US continue to support ASEAN’s common position on the South China Sea issue and back the efforts to settle disputes by peaceful means, in accordance with international law.

USCC Chair Reva Price thanked the Prime Minister for taking the time to meet with the delegation and expressed her delight in visiting Vietnam for the first time. She was impressed by Vietnam’s strong development. Ms. Price and the delegation members affirmed that Vietnam is a significant partner of the US in the region and appreciated the achievements in bilateral relations over the past 30 years. They expressed optimism about the future of Vietnam-US relations. Ms. Price and the Commission members agreed with the Prime Minister’s proposals and pledged to continue supporting the promotion of bilateral relations, including the recognition of Vietnam’s market economy status and the negotiation of tariff issues between the two countries.
