Earlier, on the afternoon of May 8, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Task Force for implementing the investment in the road connecting Gia Binh Airport to Hanoi and constructing a logistics center in the airport area.
According to the Ministry of Public Security, the Gia Binh Airport in Bac Ninh province commenced construction in December 2024. It is a dedicated 3C-class airport, catering to the training and combat readiness missions of the People’s Security Air Force, and serving as a backup for the Air Defense – Air Force and regional airports during emergencies. It is also intended to facilitate the flights of senior Party and State leaders and international dignitaries, as well as cargo and passenger transportation when required and feasible.
Subsequently, the Ministry of Construction adjusted the planning for the Gia Binh International Airport for the period of 2021-2030, with a vision towards 2050. Based on this, the Ministry of Public Security proposed adjusting the investment policy to transform the dedicated Gia Binh Airport for security and defense purposes into a dual-use 4E-class international airport for both civil and military aviation. The goal is to ease the burden on Noi Bai Airport in terms of cargo and passenger transportation, meeting the demands of socio-economic development while ensuring national defense and security.
According to reports from Hanoi city and Bac Ninh province, the road connecting Gia Binh Airport to Hanoi will be approximately 45.6 km long, with a 14 km section passing through Hanoi and a 31.6 km section in Bac Ninh. The road is designed to have a cross-section of 120 m, equivalent to 10 lanes, and the total investment is estimated at VND 40,300 billion. The expected land area required for road construction is about 585.5 ha.
Hanoi and Bac Ninh proposed dividing the project into two sub-projects corresponding to the sections in their respective jurisdictions, with investment in the form of a public-private partnership (PPP) and a build-transfer (BT) contract.
After considering the reports and discussions, Prime Minister Pham Minh Chinh applauded the proactive proposal of the Ministry of Public Security, and the consensus among the meeting attendees to upgrade the Gia Binh Airport from 3C to 4E class and transition it from primarily serving security and defense purposes to a dual-use airport for both military and civil aviation, along with the development of a logistics center in the airport area.
There was also agreement on shifting from public investment to public-private cooperation in constructing the Gia Binh Airport, in line with Resolution 68 of the Politburo on private sector development. The relevant agencies were tasked with selecting reputable investors to engage in public-private cooperation, ensuring national interests and preventing corruption, wastefulness, and negativity. If special mechanisms and policies are needed for expedited implementation, they should be proposed and reported to authorized agencies for approval, adhering to existing laws and regulations.
Representatives from the agencies affirmed that air traffic safety could be assured for the operations of airports in the region. Regarding the road connecting Gia Binh Airport to Hanoi, Hanoi city and Bac Ninh province will proceed with the construction of their respective sections.
The Prime Minister emphasized that the construction of a dual-use 4E-class Gia Binh Airport would not only alleviate the burden on Noi Bai Airport but also contribute to decongesting Hanoi’s traffic. The airport, along with a modern and well-designed connecting road, will enhance the city’s landscape and act as a testament to the country’s advancement and rising stature in the new era.
Highlighting the significance of these projects, the Prime Minister instructed the Ministry of Public Security, Hanoi city, Bac Ninh province, and relevant agencies to exert efforts to complete the projects in time for the APEC 2027 events. He also directed them to promptly prepare drafts for submission to authorized agencies regarding this matter.
