Dozens of officials charged in An Giang: Violations span two decades

The Standing Committee of the An Giang Provincial Party Committee has revealed serious violations by the Standing Committees of the Long Xuyen City Party Committee for the 2015-2020 and 2020-2025 tenures. These violations include dereliction of leadership, direction, inspection, and supervision duties, resulting in legal infractions by the People’s Committee of Long Xuyen City and its subordinate units in compensation, support, and resettlement. The committee also approved several large projects and budget spending without prior consultation, contravening regulations.

Notably, the projects to upgrade and expand Ap Chien Luoc Road, the An Giang University’s West Campus, and Le Trong Tan Road violated competencies and procedures. These violations led to disciplinary actions against many officials and party members, with 17 suspects being prosecuted.

Mr. Pham Thanh Thai, former Secretary of the City Party Committee and former Chairman of the People’s Committee of Long Xuyen City (2015-2020), has been held accountable as the leader for these violations and his own breaches of party regulations and the responsibility to set an example.

Ms. Dang Thi Hoa Ray, a member of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of An Giang Province, and former Secretary of the City Party Committee and former Chairwoman of the People’s Committee of Long Xuyen City (2015-2023), has been held responsible for violations during her two tenures, along with breaches of party member regulations and the responsibility to set an example.

The Provincial Party Committee has assessed that the violations by Mr. Pham Thanh Thai and Ms. Dang Thi Hoa Ray are serious, causing negative public opinion and damaging the prestige of the individuals and the organization. Disciplinary measures are being considered.

Violations spanning 25 years in Chau Phu

The Standing Committee of the Chau Phu District Party Committee has been found to have committed serious violations across five tenures from 2000 to 2025. These include violations in the Vinh Tre Residential Area project, where the committee guaranteed loans for businesses, sold plots of land in violation of regulations, exchanged agricultural land, encroached on public land, and failed to auction land use rights. There were also infractions related to public investment and the transfer of state land, resulting in state budget losses.

Notably, there were signs of legal violations in compensation and site clearance in Chau Phu District from 2003 until now, with a settlement difference of over VND 1.1 billion and the transfer and auction of land plots not in accordance with regulations.

Individuals held responsible include Mr. Vuong Binh Thanh, former Chairman of the People’s Committee of An Giang Province and former Secretary of the Chau Phu District Party Committee (2002-2005); Mr. Tran Thanh Nha, Deputy Secretary of the Party Committee of the Bloc of Provincial Party Committees, former Secretary of the District Party Committee, and former Chairman of the People’s Committee of Chau Phu District; and 14 other party members who served as secretaries, standing members, or members of the District Party Committee during the aforementioned periods.

The Standing Committee of the Provincial Party Committee of An Giang has assigned inspection teams to continue the process of considering disciplinary measures for party organizations and members who have violated the rules. Notably, the Standing Committee of the Provincial Party Committee has assigned the Standing Committee of the Party Committee of the Provincial Public Security to direct the investigation of violations of the law in the Vinh Tre project, including compensation and site clearance since 2003, settlement differences causing losses of VND 1.1 billion, land transfer in violation of regulations, and the auction of 270 land plots in the Vinh Tre Residential Area not in accordance with regulations.
