
Groundbreaking Ceremony for the Construction Project to Complete the Infrastructure of Nam Cao University Area
The People’s Committee of Ha Nam Province has just issued Decision 853/QD-UBND on prohibiting the participation in bidding activities of Cienco 4 Joint Stock Group for a period of 4 years from May 6, 2025.
Cienco4 (UpCOM: C4G) was found to have falsified documents during the bidding process for Package 11: Construction Installation under the Investment Project to complete the planning of N1 and D1 roads in Nam Cao University Area. This act violates Point a, Clause 4, Article 16 of the Bidding Law 2023.
Ha Nam Province prohibits Cienco4 from participating in bidding activities for investment construction projects using public investment capital managed and organized by the provincial authorities, including departments, branches, districts, towns, cities, wards, communes, and towns in the province.
The total investment capital for this construction project, according to the invitation to bid, is VND 556.94 billion. The winning bidder was Cienco4 with a contract price of VND 433.68 billion (estimated price VND 492.835 billion, a discount of 12%).
Out of the three bidders, the two unsuccessful ones were: Construction Self-Reliance Joint Stock Company (ranked 2nd with a bid price of VND 465.699 billion) and Dacinco Construction Investment Joint Stock Company (ranked 3rd with a bid price of VND 490.381 billion).
The project aims to complete the planning of N1 and D1 roads in the Nam Cao University Area, connecting key industrial parks in Ha Nam with Phu Ly City and Phu Thu intersection. It is expected to boost the economic development of the northern part of Phu Ly City and attract more educational institutions to the Nam Cao University Area.
Cienco4 is known for its involvement in several large-scale projects, including Quang Tri Airport with a total investment of VND 5,800 billion by the investor consortium T&T – CIENCO4; Package 4.6 with a total investment of over VND 8,100 billion, the second largest package of Part 3 of the Long Thanh Airport project; Yen Xa Wastewater Treatment Plant; and Le Van Luong Tunnel – Hanoi’s Ring Road 3.
